Resumo:
In face of so many transformations arising from the "knowledge era", the State, in view of its power, through choices made by its government and made feasible by the Public Administration, is increasingly compelled to carry out effective public policies. To this end, public agents need to exercise leadership appropriate to the nature and purpose of the State, which is expected to be developed by Schools of Government through teaching adapted to the times, models, modalities, instruments, techniques and methodologies that achieve the desired objectives. This thesis started with conceptual studies on Power, State, Government and Public Administration, as well as the School of Government in Brazil and in the United States. It developed discoursing about Leadership and the several schools of thought about its definition and nature, arriving to treat the specificities of Leadership in the Public Sector. It focused on Leadership Education as a scientific category and its development in Brazil, proposing its limits and applicability to the Public Leadership Teaching. It was the result of exploratory and descriptive research carried out through bibliographic and documental research, besides semi-structured oral interview and questionnaire, with the purpose of, analyzing the case of international cooperation between ENAP and HKS, extracting the elements of leadership teaching used in the development program for High Executives of the Federal Administration, in order to, from these and from the others collected throughout the body of research, propose a model of leadership teaching to serve public agents in Brazil and consequent use by Schools of Government in the country.
