| metadata.dc.description.resumo: | Nos últimos 15 anos houve um aumento no número de Projetos de Lei em defesa dos animais no Congresso Nacional. Diante desse cenário, este estudo visa analisar qualitativamente a atuação do Poder Legislativo ao deliberar os projetos de lei sobre a matéria na Câmara dos Deputados e no Senado Federal que tramitam ou tramitaram nesse período. O trabalho parte da premissa de que se deve garantir uma vida digna para todos os animais não-humanos e a pesquisa investiga se há, de fato, um avanço na concretização da segurança jurídica dos animais do ponto de vista legislativo. Por fim, traz reflexões sobre quais as perspectivas para o futuro dos direitos dos animais mediante a atuação do Poder Legislativo brasileiro. |
| Abstract: | In the last 15 years there has been an increase in the number of Animal Rights Bills in the National Congress. Given this scenario, this study aims to qualitatively analyze the performance of the Legislative Power in deliberating the bills on the matter in the House of Representatives and the Federal Senate that are being processed or processed during this period. The paper starts from the premise that a decent life must be guaranteed for all non-human animals and the research investigates if there is, in fact, any progress in achieving legal certainty for animals from a legislative point of view. Finally, it brings reflections on what are the perspectives for the future of animal rights through the Brazilian Legislative Power. |
