De Collor a Bolsonaro: continuidades e rupturas nas políticas criminais e educacionais enquanto vetores de acirramento do genocídio antinegro

Abstract

O presente trabalho visa a analisar as políticas educacionais e criminais implementadas pelo Executivo federal no período democrático, a começar pelo Governo Collor até o Governo Bolsonaro. A análise perpassa, incidentalmente, por reflexões acerca de legislações indispensáveis à compreensão do genocídio antinegro no período e, também, pelas atuação do Legislativo e Judiciário, enquanto Poderes que, solidariamente, se somam ao Executivo na manutenção de um projeto genocida que tem se perpetuado no tempo, mantendo um padrão de continuidade que sobrevive a governos e governantes de orientações político-ideológicas diversas, utilizando as dimensões criminal e educacional como instrumentos da maquinaria genocida que tem a juventude negra como o principal alvo. A investigação ampara-se, metodologicamente, na utilização da análise documental.

This work seeks to analyze the educational and criminal policies implemented by the executive branch in the democratic period, starting from Collor’s government up to Bolsonaro’s government. The analysis incidentally goes through reflections toward legislations that are essential for the understanding of the anti-Black genocide in the period, as well as by the actions of the Legislative and Judiciary branches as powers that severally join the Executive branch to keep the maintenance of a genocide project that has been long perpetuaded over time by keeping a pattern of continuity that survives governments and leaders with diverse political-ideologic views, using the criminal and educational dimensions as tools of the genocidal machinery that has Black youths as the main target. The investigation is methodologically supported by documentary analysis.
