Política pública para a educação profissional na Bahia: o plano de educação profissional

Abstract

A pesquisa estudou a emergência de uma política pública para a Educação Profissional de nível Médio na Bahia, tomando como marco o Decreto 5.154/04. A proposição dessa política para a Educação Profissional está contida no Plano de Educação Profissional da Bahia, elaborado no ano de 2008 pela Superintendência de Educação Profissional (Suprof), que também foi recentemente criada no final do ano de 2007 O Plano e a legislação criada para lhe dar sustentação – já que boa parte dos Decretos e Portarias, são promulgados após a implantação do Plano – são os documentos centrais utilizados na dissertação. Esta é, pois, uma pesquisa qualitativa de cunho documental, sendo que este tipo de pesquisa é fundamental para a compreensão e questionamento das fontes oficiais, já que estas não contendo verdades absolutas, são passíveis de serem analisadas e indagadas. Buscou-se refletir sobre as concepções de escola e sociedade que alicerçam o Plano, já que se compreende que toda legislação carrega os interesses e as intencionalidades dos grupos que participam de sua elaboração. Sabendo da característica dual porque atravessa o Ensino Médio no Brasil, que é o cerne da fragmentação e desqualificação da Educação Profissional, investigou-se em que medida as ações propostas no Plano objetivam à superação dessa dicotomia escolar. Ou seja, até que ponto caminha-se para a implantação de um sistema de ensino estadual na Bahia sob a perspectiva de um ensino politécnico.

ABSTRACT This research has studied the needs of public politics to the High School Professional Education in Bahia, published on Decree 5.154/04. The proposition of this policy to the Professional Education is enclosed on Professional Education Plan of Bahia, elaborated in 2008, by the Superintendence of Professional Education (Suprof), which was recently established in the end of 2007. The Plan and the Legislation created to give support – most of the Governmental Decrees are published after the implementation of the Plan – are the central documents used in the article. This is, therefore, a qualitative research of documental type, because this kind of research is essential to the comprehension and questioning of the official sources, once there is no absolute truth in these sources and they can be analyzed and questioned. It was necessary to reflect upon the conception of school and society in which the Plan is based, since it includes all the legislation that bears on the interests and intentions of groups involved in its preparation. Being aware of the dual characteristics which is faced by the high school in Brazil, that is the core of fragmentation and disqualification of the Professional Education, it was investigated the extents and actions proposed in the Plan aiming the overcoming of this scholastic dichotomy. This is, how far is needed to walk to the implantation of an educational system in Bahia from the perspective of a polytechnic teaching.
