Morte decorrente de intervenção policial: análise da atuação da Corregedoria da Polícia Militar da Bahia de 2018 a 2020 em Salvador-BA

Abstract

The research aims to analyze the performance of the Internal Affairs Office of the Military Police of Bahia when investigating cases of deaths resulting from police interventions (MDIP) in Salvador-BA from 2018 to 2020, through the identification, description and analysis of the investigations carried out by the Coordination of Military Judicial Police, as an internal control mechanism. The documentary research was carried out with the application of structured forms in 280 military police investigations. All data were organized and treated in Microsoft Excel® using descriptive statistics techniques. According to the results obtained, 76.7% of the MDIP are concentrated in only 1/4 of the neighborhoods of Salvador-BA; the police officers investigated are predominantly male, Soldiers, and assigned to one of the Independent Tactical Policing Companies. In most cases, the victimized individuals were aged between 18 and 24 years, brown, and 26% of them had a criminal record. The survey also revealed that the area of responsibility of the Regional Policing Command of the Capital/Central is the one that registers the most MDIP in Salvador-BA, and with regard to police units, it is the Independent Tactical Policing Companies that lead the records of this type of occurrence. In addition, it was found that MDIP investigations last an average of 320 days in the PMBA Internal Affairs Office and 61% of them are forwarded with an inconclusive outcome to the Public Prosecutor's Office of Bahia, an institution that presented a low percentage of participation in the investigations analyzed.
