Resumo:
This is an academic research work of bibliographical and documentary type that makes an
approach to one of the current issues involving public safety: the Community Police. The
study is developed through a critical and reflective analysis of the consolidation of a
Community Police (reflection of a democratic state of law) and strong resistance to this
establishment perceived by the permanence of an authoritarian and repressive police culture
(heir not only of Brazilian tradition, but also greatly enhanced by years of dictatorship). To
undo such obstacle, chapters and developed topics selected issues that are closer to the subject
in question. Initially embraces an approach on the concept and the historical development of
Public Safety. Subsequently, the study seizes on public management, with respect to its
mission in the light of constitutional principles; singularities of conceptual understanding
between the act of administering and of gestating. The work also presents a systematic
exposition of the constitutional and infra historical evolution of Public Management and its
applicability in the Federal Public Administration, making an analytical comparison in an
evolutionary perspective. The Community Policing here was not treated as a new alternative
to reverse the social and political discrediting framework of related organizations, so far, the
Public Security Bureau, but her contribution for maintaining the social balance and
responsibility sharing between the state and society that come in collision. On this track,
walking side by side with public policy, the last chapter points as a communication process
can help to bring the police of the Company, if the media means are able to generate and feed
the conversation and process the divergence of views and moral conflicts arising from the
opening of the public security issue. It was found that there is a difficulty of the police devise
communication strategies that give account to view the complex relationships between the
massive processes and communicative that penetrates the social networks in a democratic
state.
