Resumo:
With the escalating intentional lethal violent crime in Bahia, mainly from 2002 to its peak in
2010, in this context the state in the second half of 2011 implementing the Pact for Life. The
program comes with the proposal of participation and integration of the Judiciary, Legislative,
Public Prosecutor, Public Defender's Office and other executive bodies in the prospect of a
new paparadigma of public security management with goal setting and focus on reducing the
intentional lethal violent crime - CVLI. In this sense, the research sought to examine the
safety of Public Policy called Pact for Life, in order to identify if there is a reduction of crimes
against life, based on 2013 and 2014 data in the neighborhood of Pituba - PSIA -16 in
Salvador . Thus, the research dealt with the public security in the broad sense, with law
enforcement agencies under Brazilian Constitution that are responsible for this activity. It has
addressed the issue of public policy, in order to allow differentiation between a state policy
and government, understanding that community participation is a key factor in the
implementation of public policies. We address the question of efficiency in the public service
to society and the principles of human dignity and respect for the fundamental rights that
guide the police action a prospect of entering the training and police training courses
focusing on human rights.
