Resumo:
The present work aims to analyze the Programs prepared by the Federal Government with
proposals for peace implementation in the field, specifically the Peace in the Field Program
and the National Plan to Combat Field Violence, emphasizing the actions and bodies involved
in them. Documental analysis and interviews with agents of the involved organs were
performed. The Fazenda Marruais case was described and followed up as documentary
analysis and case study. We also analyzed the PMBA's actions in conflicts and mediations.
The work prioritizes the use of the Institute of Mediation in agrarian conflicts by institutions,
in the period between 2012 and 2014, having as a territorial cut the State of Bahia. It is
intended at the end of the analysis to identify the effectiveness or not of the applicability of
the same in said Plans. The case of Bahia reveals the permanence of occupations, vacancies
and reoccupations, even without the implantation of agrarian sticks, and without the end of
violence, even after the PMBA approaches to mediation have been improved. It is therefore
recommended to revise the criteria used in the expropriation, a greater verification of the nonuse of firearms in acts of unemployment, and the careful use of the terms "invader" by the
occupation by the institutions involved, especially the PMBA, in addition to the new rules and
criteria for expropriation by the executive branch.
