Além da vitrine: produção da cidade, controle e prostituição no Red Light District em Amsterdã

Abstract

Nesta tese proponho discutir o papel da prostituição na cidade contemporânea, inserida na sociedade de controle do sistema capitalista, a partir da análise do Red Light District, no centro de Amsterdã. A pesquisa baseou-se em um trabalho de campo, realizado entre 2017 e 2018, cujos dados coletados foram cruzados e articulados ao conhecimento acumulado sobre a temática. A partir da análise das políticas de prostituição, busco evidenciar a presença histórica da prostituição no Red Light District, argumentando que apesar das mudanças, rupturas, avanços e retrocessos, o trabalho sexual ajudou a moldar essa área tanto em termos de morfologia urbana quanto da imagem da cidade no contexto internacional. Em seguida é apresentado um panorama desse bairro, seus principais elementos, abordando outras questões importantes que ajudaram a forjá-lo como se vê atualmente. Em 2007 foi lançado o Plano 1012 sob a justificativa de que seria preciso combater a criminalidade no bairro, limpá-lo e devolvê-lo à população. Contudo, a análise mostra que seu principal objetivo foi viabilizar investimentos privados e melhorar a imagem da cidade, com evidente foco no turismo. As ações empreendidas no bojo desse plano mudaram significativamente a geografia da prostituição e dinâmica local, sendo um marco importante para a prostituição na cidade. Seguidamente, faço uma análise do cotidiano das prostitutas que atuam nas vitrines, como lidam com as exigências postas pela regulamentação, suas táticas e estratégias cotidianas para desempenharem seu trabalho. Além disso, tensiono a questão de gênero no Red Light District, uma vez que não há trabalhadores sexuais masculinos nas vitrines e apontamos o importante papel que a Internet tem tido no contexto da prostituição, ampliando o campo de possibilidades de atuação, além de alterar a relação entre os envolvidos nesta atividade e a cidade. Por fim, aponto a incerteza quanto ao futuro do bairro em razão de novas propostas de intervenção.

In this thesis I discuss the role of prostitution in the contemporary city, which is embeded in the society of control of capitalism, from the analysis of the Red Light District, in the Center of Amsterdam. The research was based on a fieldwork, carried out between 2017 and 2018, whose collected data were crossed and articulated to the existing knowledge on the theme. From the analysis of policies regarding prostitution, I seek to highlight the historical presence of prostitution in the Red Light District, arguing that despite changes, ruptures, advances and setbacks, sex work helped to shape this area in terms of both urban morphology and the international image of the city. Next, I present an overview of this neighborhood and its main features, addressing other important issues in the area that helped shape it as it is nowadays. In 2007, Plan 1012 was launched under the justification that it would be necessary to fight crime in the neighborhood, clean it up and return it to the population. However, the analysis shows that its main objective was to enable private investments and improve the city's image, with an evident focus on tourism. The actions undertaken in the context of this plan have significantly changed the geography of prostitution and local dynamics, being an important milestone for prostitution in the city. Then, I make an analysis of the daily life of the prostitutes who work at the windows, how they deal with the demands imposed by the regulation, their tactics and their daily strategies to perform their work. Furthermore, I tension the issue of gender in the Red Light District, since there are no male sex workers at the windows. Finally, I point out the important role that the Internet has played in the context of prostitution, expanding the possibilities of work, in addition to changing the relationship between the city and those involved in prostitution. Finally, I point out the uncertainty regarding the future of the neighborhood due to a new intervention proposals.
