A política externa da República Popular da China para a República da Guiné- Bissau: uma análise da cooperação para o desenvolvimento a partir de investimentos em infraestrutura

Abstract

A dissertação aborda as relações políticas, econômicas e comerciais entre a República da Guiné-Bissau e a República Popular da China a partir dos investimentos na área de infraestrutura. Desde década de 1970, o país asiático oficializou suas relações diplomáticas com os Países Africanos de Língua Oficial Portuguesa (PALOP), visto que estes se tornaram independentes nesse período histórico, a exemplo da Guiné-Bissau, que proclamou sua independência unilateralmente em 24 de setembro de 1973. No dia 15 de março de 1974, seis meses depois da independência unilateral do país africano, foi assinado o acordo oficial sobre relações diplomáticas entre o Governo de Bissau e o Governo do Pequim. O objetivo geral da pesquisa é analisar como as relações políticas, econômicas e comerciais com China contribuem ou não para o desenvolvimento econômico da Guiné-Bissau. Os objetivos específicos: estudar o processo histórico das relações bilaterais entre a República Popular da China e a República da Guiné-Bissau; abordar os investimentos diretos da China no país africano entre 2000 e 2018, período que mais se fortificaram as relações econômicas e comerciais das duas repúblicas e por fim, analisar os impactos da cooperação chinesa no setor de infraestrutura para o desenvolvimento econômico da Guiné-Bissau. A pesquisa mostra que as relações mantidas entre a Guiné-Bissau e a China têm se ampliado e ganhado dinâmicas importantes para o desenvolvimento do país luso-africano.

The dissertation addresses the political, economic, and commercial relations between the Republic of Guinea-Bissau and the People's Republic of China in the area of infrastructure. Since the 1970s, the Asian country has made official its diplomatic relations with African Portuguese Speaking Countries (PALOP), since they became independent in this historical period, following the example of Guinea-Bissau that this research matters, proclaimed its independence unilaterally in September 24th, 1973. On March 15th, 1974, six months after the unilateral independence of the African country, the official agreement on diplomatic relations was signed between the Government of Bissau and the Government of Beijing. The general objective of the research is to analyze how political, economic, and commercial relations with China contribute or not to the economic development of Guinea-Bissau. The specific objectives: to study the historical process of bilateral relations between the People's Republic of China and the Republic of Guinea-Bissau; to address China's direct investments in the African country between 2000 and 2018, period that most strengthened the economic and commercial relations of the two republics and, finally, to analyze the impacts of Chinese cooperation in the infrastructure sector for the economic development of Guinea-Bissau. The research shows that the relations maintained between Guinea-Bissau and China have been expanding and gaining important dynamics for the development of the Portuguese African country.
