Comitê interinstitucional de segurança pública: é possível uma atuação integrada do estado e sociedade para a redução de violências?

Abstract

Este estudo analisou a implementação do Projeto Comitê Interinstitucional de Segurança Pública no município de Serrinha (CISP/Sisal) entre os anos de 2014 e 2017, bem como a participação dos agentes no desenvolvimento de ações articuladas. Buscou-se verificar a contribuição dessa intervenção para a articulação e integração das instituições e das ações voltadas para a segurança pública e defesa social nessa região. Foi um estudo de caso, com abordagem qualitativa. Os dados foram coletados através da análise de atas das reuniões e outros documentos do CISP/Sisal e realização de sete entrevistas semiestruturadas com membros com participação superior a 80% das reuniões. Foram analisadas as seguintes ações em Serrinha: análise de Crimes Violentos Letais Intencionais (CVLI), Ronda Maria da Penha e palestra para agressores (violência doméstica), articulação com a Central de Acompanhamento de Penas Alternativas (CEAPA), fomento ao Conselho Comunitário de Segurança Pública (CONSEG), monitoramento de vias públicas com câmeras e reuniões nos bairros. O estudo apontou que o CISP conseguiu articular e integrar ações no campo da segurança pública, com destaque para a prevenção de violências e criminalidade, através de parcerias entre instituições dos sistemas de segurança pública, justiça criminal e direitos sociais básicos, academia e comunidade. A ação mais mobilizadora do coletivo foram o videomonitoramento das vias públicas, seguido pelo acompanhamento dos CVLI. A Polícia Militar foi a instituição que mais acumulou reconhecimento nesse período. A não participação da polícia civil constrangeu algumas as ações coletivas propostas. Foram detectados constrangimentos e incentivos à articulação para a ação coletiva. Observou-se que a cooperação dos indivíduos para a ação coletiva no CISP decorre da relação entre as posições sociais dos agentes neste campo burocrático. Esse espaço é caracterizado pela falta apoio das cúpulas das instituições públicas às unidades locais e pela noção de pertencimento à comunidade local, com forte influência sobre suas tomadas de posição.

This study analyzed the implementation of the Interinstitutional Committee on Public Security in the municipality of Serrinha (CISP / Sisal) between 2014 and 2017, as well as the participation of the agents in the development of articulated actions. It was sought to verify the contribution of this intervention to the articulation and integration of institutions and actions directed to public security and social defense in this region. It was a case study with a qualitative approach. Data were collected through analysis of minutes of meetings and other CISP / Sisal documents and seven semi-structured interviews with members with more than 80% of participation in meetings. The following actions were analyzed in the municipality of Serrinha: analysis of Violent Intentional Lethal Crimes (CVLI), Ronda Maria da Penha and lectures for aggressors (domestic violence), articulation with the Center for Monitoring Alternative Penalties (CEAPA), promotion to the Community Safety Council (CONSEG), monitoring of public roads with cameras and meetings in the neighborhoods. The study pointed out that CISP was able to articulate and integrate actions in the field of public security, with emphasis on violence and crime prevention, through partnerships among institutions of public security systems, criminal justice and basic social rights, academia and community. The most mobilizing action of the collective was the video monitoring of public roads, followed by the follow-up of the CVLI. The Military Police was the institution that accumulated more recognition in this period. The non-participation of the civil police constrained some of the collective actions proposed. Constraints and incentives to articulation for collective action were detected. It was observed that the cooperation of individuals for collective action in the CISP stems from the relationship among the social positions of the agents in this bureaucratic field. This space is characterized by the lack of support from the domains of the public institutions to the local units and by the notion of belonging to the local community, with strong influence on their positioning.
