O programa de modernização da gestão e de responsabilidade fiscal do futebol brasileiro/PROFUT: discutindo desafios

Abstract

Destaca-se como objetivo principal deste trabalho a análise, a partir do endividamento dos clubes, dos impactos do Programa de Modernização da Gestão e Responsabilidade Fiscal do Futebol Brasileiro/PROFUT na estrutura organizacional do futebol brasileiro. A partir do objetivo principal são definidos os seguintes objetivos específicos: identificar a capacidade do programa como uma solução definitiva para o problema do endividamento dos clubes; observar os fatores que fazem da profissionalização da gestão esportiva um fator de grande importância para melhora do desempenho esportivo e financeiro dos clubes brasileiros. Para atingir o objetivo proposto foi utilizada a literatura recente sobre economia do esporte e gestão esportiva, fazendo uma análise do futebol de acordo com sua perspectiva social, econômica e política. O trabalho contempla ainda uma análise superficial das contas dos clubes, ilustrando a origem e características das principais receitas e despesas, bem como dos seus investimentos e das suas dívidas. Utilizando-se da exposição anterior, é feita uma abordagem das tentativas do Estado em impulsionar a modernização do futebol e encontrar a resolução para os débitos fiscais das entidades esportivas, só assim então é apresentado às contradições do PROFUT diante dos desafios existentes, dada a semelhança com as legislações anteriores e indefinições quanto sua aplicação e fiscalização. Por fim, a discussão considera que o contexto político que permeia o futebol brasileiro tem muita mais relevância em uma possível mudança na estrutura da indústria do futebol, do que uma legislação por si só.

The main objective of this work is the analysis, based on the indebtedness of the clubs, of the impacts of the Program for Modernization of Management and Fiscal Responsibility of Brazilian Soccer / PROFUT in the organizational structure of Brazilian soccer. From the main objective the following specific objectives are defined: to identify the capacity of the program as a definitive solution to the problem of the indebtedness of the clubs; to observe the factors that make professionalization of sports management a factor of great importance for improving the sporting and financial performance of Brazilian clubs. In order to reach the proposed goal, the recent literature on sports economics and sports management have been used in order to make an analysis of soccer according to its social, economic and political perspective. The work also includes a superficial analysis of the accounts of the clubs, illustrating the origin and characteristics of the main revenues and expenses, as well as their investments and their debts. Using the previous exposition, an approach is taken to the attempts of the State to promote the modernization of football and to find a solution for the tax debts of sports entities, then it is presented to the contradictions of PROFUT in face of the existing challenges, given the similarity with previous legislation and uncertainties regarding its application and supervision. Finally, the discussion considers that the political context that permeates Brazilian football has much more relevance in a possible change in the structure of the football industry than legislation by itself.
