Economia portuária: algumas aproximações conceituais ao Porto de Salvador

Abstract

O objetivo deste estudo é demonstrar a ineficiência do modelo portuário atual, representado por falhas de mercado e governo, originados devido à falta de uma política regulatória sinalizando uma importante lacuna no uso dos instrumentos econômicos no desenho regulatório, de forma que regimes regulatórios serão analisados para a identificação destas falhas e alternativas serão examinadas. Neste sentido o estudo visa à investigação sobre o processo de regulação, analisando as falhas de origem e com consequências econômicas que comprometem a eficiência dos portos, responsável pelo fluxo de entrada e saída de mercadorias e com seu desempenho intrinsecamente ligado ao crescimento do país.

The objective of this study is to demonstrate the inefficiency of the current port model, represented by market and government failures, due to the lack of a regulatory policy, signaling an important gap in the use of economic instruments in the regulatory design, so that regulatory regimes will be analyzed for The identification of these flaws and alternatives will be examined. In this sense, the study aims to investigate the process of regulation, analyzing the origin faults and with economic consequences that jeopardize the efficiency of the ports, responsible for the inflow and outflow of goods and with their performance intrinsically linked to the country's growth.
