Apropriação do conhecimento gerado na UFBA visando Transferência de Tecnologia (TT) para a sociedade

Abstract

O trabalho foi desenvolvido através da abordagem da pesquisa quantitativa e exploratória dos dados coletados, sistematizados e analisados, com objetivo de identificar o perfil da apropriação de ativos intangíveis da Universidade Federal da Bahia, propondo a geração de indicadores tecnológicos. Utilizando o método do Estudo de Caso, pode-se verificar a maneira da UFBA apropriar suas invenções, as unidades de ensino mais representativas, os campos tecnológicos que mais se destacam, enfim fazer um diagnóstico de como a universidade, em questão, executa as diretrizes da Propriedade Intelectual e da Transferência de Tecnologia no ambiente acadêmico. Através dos indicadores, foi possível também identificar a tendência na transformação do conhecimento científico em tecnologia apropriada. Seguindo esta dinâmica, a UFBA apresenta um crescimento contínuo na geração de tecnologia apropriada, passando de 2 produtos tecnológicos protocolados em 2005 para 131 em 2012, entre patentes e softwares. Ainda sobre o acervo de intangíveis da ICT, observa-se que o Instituto de Química e a Escola Politécnica são as unidades mais expressivas. As parcerias desenvolvidas saem do âmbito nacional para ter alcance internacional, exemplificado pelo seu relacionamento com a Universidade do Porto, University of Rochester e New York University. No que se refere aos contratos de transferência de tecnologia, identificou-se um aumento significativo no acervo da UFBA, principalmente em 2011, pela criação da Pró-Reitoria de Pesquisa, Criação e Inovação, mostrando o fortalecimento de suas ações institucionais em prol da inovação tecnológica. Analisando a demanda do setor empresarial, vários campos tecnológicos são objeto de pesquisa na UFBA, sendo o setor de Petróleo, Gás Natural e Combustíveis, Inspeção, Biocombustíveis e Energia, Odontologia, Hospitalar, Fármacos, Cosméticos, Veterinária, Piscicultura, entre outros são os mais representativos, o que mostra o alinhamento da ICT com as áreas prioritárias definidas para o desenvolvimento tecnológico do país. Tomando como base o número de doutores, programas de pós-graduação, investimento em bolsas de fomento à pesquisa, nota-se que houve um crescimento quantitativo e qualitativo do Nordeste em relação às regiões do Brasil, principalmente, pela criação de duas universidades federais e de alguns IF, bem como pelo incremento da sua base tecnológica, através da implantação de ambientes de inovação. Neste sentido, é notável o desenvolvimento da região nesta questão estratégica para o país, e percebe-se a contribuição contínua da UFBA neste cenário de geração de ativos intangíveis e contratos de TT, para as estatísticas em inovação tecnológica do Nordeste.

The work was developed through exploratory and quantitative data collected, organized, analyzed and systematized, aiming to identify the profile of the ownership of the Federal University of Bahia intangible assets, suggesting the generation of technological indicators. Using the method of the case study, one can verify UFBA way of appropriating their inventions, the most representative units of education, technological fields that stands out, finally making a diagnosis of how the university in question, implements guidelines of Intellectual Property and Technology Transfer in their academic environment. Through the indicators, it was also possible to identify the trend in the transformation of scientific knowledge into appropriate technology. Following this dynamic, the UFBA shows continued growth in the generation of appropriate technologies, from two technological products filed in 2005 to 131 in 2012, between patents and software. Still on the intangible assets of the Institution of Science and Technology, is observed that the Institute of Chemistry and The Polytechnic School are the most expressive units. Developed partnerships gets out the national ambit, to have international range, exemplifying by its relationship with the University of Porto, University of Rochester and New York University. With regard to technology transfer contracts, we identified a significant increase in the UFBA collection, especially in 2011, the creation of the Dean of Research, Development and Innovation, showing the strengthening of their institutional actions for innovation technology. Analyzing the demand from the business sector, various technological fields are in UFBA research object, with the Oil, Natural Gas and Fuel, Inspection, and Biofuels Energy, Dental, Hospital, Pharmaceuticals, Cosmetics, Veterinary, Fish Farming, among others are the most representative, which shows the alignment of the Institution of Science and Technology with priority areas technological development of the country. Based on the number of doctors, graduate programs, investment on research funding, we note that there was a quantitative and qualitative growth of the Brazilian Northeast with respect of other regions of the country, mainly by the creation of two federal universities and some IFs as well as the increasing their technological base, through the implantation of innovative environments. In this regard, it is notable the region development in this strategic issue for the country and realizes the continued contribution of UFBA in the generation of intangible assets and Technology Transfer contracts for statistics on technological innovation in the Northeast.
