Análise das estratégias para emancipação municipal: um estudo comparado entre distritos emancipados e não emancipados

Abstract

RESUMO O estudo procura analisar os argumentos e as estratégias utilizadas no processo de emancipação do distrito de Apuarema e identificar as questões que impossibilitaram a emancipação do distrito Stela Dubois, ambos pertencentes ao município de Jaguaquara, na Bahia, até 1989. A pesquisa foi baseada em análise comparativa entre os distritos, considerando a leitura da bibliografia pertinente ao tema, entrevistas não estruturadas, questionários, reportagens de jornais, estatísticas municipais e os requisitos exigidos pela legislação pertinente para a criação de novos municípios. Para além dos requisitos legais exigidos, procurou-se entender as condicionantes políticas que, paralelamente às questões formais, definem as regras do jogo em um processo emancipacionista, uma vez que o espaço da política é condicionado pelo jogo de interesses entre deputados estaduais, o governador do estado e as lideranças locais que influenciam as decisões a favor e contra as emancipações municipais, tudo isso em ambiente político democrático e com tendência à descentralização política do Estado federado. A escolha destes distritos para a realização da pesquisa foi motivada pelo fato da ocorrência de manifestações públicas organizadas pela comissão local de emancipação. Da pesquisa, observou-se que o distrito Stela Dubois pode não ter sido emancipado por fortes disputas internas entre os agentes interessados na emancipação, bem como pela inclusão de distritos sem emenda ou projetos de emancipação, ao bel prazer dos deputados interessados em incluir qualquer distrito no bojo das emancipações. Além disso, a linha dura adotada pelo governador do estado na época inviabilizou as emancipações, inclusive, de distritos emancipáveis. Já no caso do distrito de Apuarema, emancipado no processo imediatamente anterior, houve a flexibilidade do governador do estado, que era favorável as emancipações. ABSTRACT The study analyses the arguments and strategies used in the emancipation process of the district of Apuarema and aims to identify the issues that forbid the emancipation of the district of Stela Dubois, both belonging to Jaguaquara (Bahia) until 1989. The research was based on a comparative analysis between districts considering the relevant scientific literature, unstructured interviews, questionnaires, newspaper reports, municipal statistics and the legislation requirements for the creation of new municipalities. In addition to the legal requirements one searched to understand the political constraints that define the rules of a emancipation process instead often formal questions, since the political space is conditioned by the interplay of interests between state representatives, the state governor and local leaders who influence decisions for and against the municipal emancipation, developed in a democratic political environment that trends to political decentralization of the federative state. The choice of these districts to conduct the study was motivated by the occurrence of relevant public events organized by the local committee of emancipation. The research showed that Stela Dubois district may not have been emancipated due to strong internal disputes among agents in the emancipation and the inclusion of districts without amendment or emancipation projects, at the whim of the members involved to include any district in the bulge of emancipation. In addition, the harshness of the state governor during the process prevented the emancipation of districts completely able to acquire the goal. In the case of Apuarema, emancipated in the previous process, and the efforts of deputies involved in the process that favoured the process, there was also more flexibility of the state governor, being favourable to the emancipation.
