Abstract:
This dissertation proposes a methodological contribution to the analysis of the Urban and Sustainable Development Master Plan of 2023 for the municipality of Camaçari, Bahia, from the perspective of the dimensions of sustainability: environmental, social, economic, cultural, political, and spatial/territorial. The main objective of the research is to assess how the plan incorporates, in an integrated and strategic manner, the principles of sustainability into the municipality's territorial planning. A qualitative methodological approach was adopted, based on the documentary analysis of the content of the PDDU-S and the Urban and Environmental Codes through the application of an analytical matrix constructed from theoretical and normative frameworks on sustainability and urban and environmental planning. Each sustainability dimension was broken down into specific qualitative criteria, allowing for a critical and systematic reading of the plan. The results point to progress in the environmental and economic dimensions but also reveal significant gaps in the integration of social, cultural, and political aspects. The research contributes to the debate on the effectiveness of master plans as instruments of planning oriented towards sustainability, highlighting the importance of the articulation between theory, technique, and social participation in the formulation of more just, inclusive, and sustainable urban-environmental policies.
