Abstract:
This dissertation is a case study that addresses the acquisition of foodstuffs from family farming (FA) in the 6th Military Region (6th RM) of the Brazilian Army (EB), located in the state of Bahia (BA). Analyzing the public policy for the development of PS that gained relevance in 1995 with the creation of the National Program for the Strengthening of Family Agriculture (Pronaf) and with Decree No. 8,473, of June 22, 2015, determining that the minimum percentage to be observed by the bodies and entities of the direct, autarchic and foundational Federal Public Administration for the acquisition of foodstuffs from family farmers is, at least 30% (thirty percent). Based on this determination, the present study aimed to investigate the main challenges and opportunities faced by family farmers in obtaining and maintaining supply contracts with the Brazilian Army (6th Military Region), analyzing the factors that influence their participation and proposing strategies to expand the insertion of these producers in the Food Acquisition Program (PAA). Regarding the methodological path, this dissertation starts from the analysis of the legislation and a detailed exploratory investigation of the relationship between the Food Acquisition Program (PAA) and the 6th RM, considering the challenges and opportunities in the acquisition of products from family farming. The low effectiveness of the program was observed, evidenced by the low percentage of acquisitions made by the 6th RM (1.07% between 2018 and 2024), despite the potential of family farming in Bahia. The study shows that, although the Army recognizes the social role of the PAA and the quality of the products purchased, several challenges make it difficult to expand these purchases, such as logistical barriers, communication difficulties, lack of organizational structure of suppliers, and the discrepancy between the prices of family farming items and the values practiced in conventional auctions.
