Resumo:
Words like "recovery", "reverse", "reconstruction", "return", "reinsert", "return", "resume" are present in many analyses of Brazil's current foreign policy and convey a notion of a return to "normality". This is also the idea of the title "No hay dos sin tres: Desafíos y oportunidades para una nueva fase de disputa hegemónica en la región: el retorno de Lula" — a dossier published by CEAP analyzing the conjuncture for the third term of Lula da Silva. Now, after the first fourteen months, and following the idea of the dossier, the proposal for the text here is to analyze foreign policy in those period.
