Resumo:
history and formalization process in light of the achievement of citizenship. The general objective is to review its history to understand the formation of main concepts, regulation and structuring. Therefore, this study focused on historical processes to understand changes in the pattern of Brazilian citizenship, with emphasis on: (i) the institutionalization of historical struggles of social movements in the form of public policies (ii) the complexification of these policies from the 2000s onwards; (iii) implementation of affirmative action mechanisms and; (iv) democratization of admission to Federal Institutions of Higher Education.
