| dc.description.abstract | This article seeks to reflect on the programs guided by the market-based agrarian reform model in the State of Bahia, particularly the PCT, 1997 to 2002, and its successor, PCF, from 2002 to the present. Several aspects of improvisation and precariousness were observed, not only in the effective implementation of the Program, but especially in its original conception. These aspects are mainly linked to: an artificially constructed land market, misinformation of the "beneficiaries," inappropriate technical assistance, and ambiguous action by the State. The achievement of housing even without adequate basic sanitation was observed as a positive aspect. These aspects may contribute to the failure of market-based agrarian reform. | pt_BR |

| dc.description.resumo | Este artigo busca a reflexão sobre os programas orientados pelo modelo de reforma agrária de mercado no Estado da Bahia, particularmente o PCT, 1997 a 2002 e seu sucessor, PCF, desde 2002 até hoje. Observou-se diversos aspectos de improvisação e precariedade presentes, não só na efetiva implementação do Programa, mas, especialmente na sua concepção original. Estes aspectos estariam ligados principalmente a: mercado de terras artificialmente construído, desinformação dos “beneficiários”, assistência técnica inapropriada, atuação ambígua do Estado. Observou-se de positivo a obtenção da moradia mesmo sem saneamento básico adequado. Os referidos aspectos podem vir a contribuir com o fracasso da reforma agrária de mercado. | pt_BR |
