Abstract: | O presente trabalho tem o objetivo de analisar os processos de mudanças estruturais na
economia Brasileira a partir da abertura econômica de 1990. As mudanças estruturais serão
verificadas através da dinâmica das relações setoriais de crescimento econômico atrelado à
capacidade de absorção e difusão tecnológica, assim como os aspectos referentes à aptidão de
resposta aos choques de demanda na estrutura produtiva agregada. Pesquisas recentes
mostraram que após a abertura comercial os setores produtivos que permaneceram no
mercado obtiveram ganhos de eficiência, porém, o país não se modernizou o suficiente para
garantir a competitividade e linkages a nível internacional. Como ponto de partida, será
traçado um diagnóstico sobre a capacidade de resposta dos setores produtivos aos impactos da
demanda e dos coeficientes tecnológicos nacionais e importados, dado o aumento no nível de
integração comercial da economia nacional e, consequentemente, a elevação do consumo de
bens intermediários provocada pela intensificação da fragmentação produtiva mundial. As
perspectivas baseadas na teoria do crescimento e decomposição estrutural através da
abordagem de Insumo-Produto permitem a análise do processo de mudança estrutural da
produção, coeficientes tecnológicos e da demanda agregada. Desse modo, a metodologia
aplicada no trabalho parte da utilização de indicadores clássicos da análise de Insumo-Produto
e de métodos de Decomposição Estrutural setorial da economia Brasileira. Os resultados
indicam que a indústria de transformação continua como o setor com maior capacidade de
provocar linkage effects e os maiores multiplicadores produtivos. Em períodos de crescimento
da demanda a variação dos coeficientes tecnológicos nos setores produtivos é negativa, no
entanto, em períodos de queda de demanda a variação dos coeficientes tecnológicos torna-se
positiva. Na análise de substituição de coeficientes importados por nacionais, notou-se uma
queda no nível de crescimento da produção nacional indicando que a substituição de insumos
importados por insumos nacionais diminui a capacidade de crescimento das firmas por não
possuírem tanta agregação de tecnologia tornando-se menos eficientes. A estrutura produtiva
da economia Brasileira permanece fragilizada, dependente de choques de demanda para o seu
crescimento e pouco capaz de incorporar e difundir inovações tecnológicas em seus processos
de criação e produção. The present work has the objective of analyzing the processes of structural changes in the Brazilian economy from the economic opening of 1990. The structural changes will be verified through the dynamics of the sectorial relations of economic growth linked to the capacity of absorption and diffusion technology, as well as the related aspects to the ability to respond to demand shocks in the aggregate productive structure. Recent research has shown that after the opening of trade, productive sectors that remained in the market achieved gains in efficiency; however, the country has not modernized enough to guarantee competitiveness and linkages at the international level. As a starting point, a diagnosis will be made of the responsiveness of the productive sectors to the impacts of demand and imported and national technological coefficients, given the increase in the level of trade integration of the national economy and, consequently, the increase of consumption of intermediate goods and the intensification of global production fragmentation. The perspectives based on the theory of growth and structural decomposition through the Input-Output approach allow the analysis of the structural change process of production, technological coefficients, and aggregate demand. Thus, the methodology applied in this work is based on the use of classical indicators of Input-Output analysis and methods of Structural Decomposition for the Brazilian economy. The results indicate that the manufacturing industry continues to the sector with the greatest capacity to provoke linkage effects and the largest productive multipliers. In periods of growing demand, the variation in technological coefficients in the productive sectors is negative, however, in periods of falling demand, the variation in technological coefficients becomes positive. In the analysis of substitution of coefficients imported by nationals, a decrease in the level of growth of national production was observed, indicating that the substitution of imported inputs by national inputs reduces the growth capacity of firms because they do not have the much aggregation of technology becoming less efficient. The productive structure of the Brazilian economy remains fragile, dependent on demand shocks for its growth and little capable of incorporating and diffusing technological innovations in its creation and production processes. |
