Atendimento a mulheres em situação de violência: atuação e ponto de vista de policiais militares

Abstract

A violência contra as mulheres é um problema sobre o qual tem recaído muitas reflexões de diversas áreas do saber. Nesse contexto, a Polícia Militar da Bahia atende diariamente ocorrências de violência contra as mulheres, sendo um dos órgãos mais demandados. Por ser a violência contra as mulheres um problema complexo, seu enfrentamento requer medidas complexas, de modo a envolver os poderes constituídos nas três esferas de governo, contexto no qual a Polícia Militar, como órgão integrante do Poder executivo estadual, está inserida. Diante disso, a presente dissertação teve como objetivo compreender as representações sociais da violência contra as mulheres e do atendimento a estas por policiais militares, tendo por campo de estudo a Base Comunitária de Segurança do Conjunto George Américo em Feira de Santana - Bahia. Visou-se, de modo específico, identificar o que os policiais militares compreendem como violência contra as mulheres, bem como identificar o que os policiais militares compreendem sobre prestar atendimento às mulheres em situação de violência. A presente pesquisa teve como marco teórico-analítico a Teoria das Representações Sociais. A fim de compreender as ideias, os valores, o significado para os policiais militares do que vem a ser violência contra as mulheres e do atendimento por eles ofertado a estas, foi necessário a realização de entrevistas semiestruturadas, tendo por atores os policiais militares integrantes de guarnições de Radiopatrulhamento da BCS do George Américo. Os dados foram analisados por meio da Teoria Fundamentada nos Dados (TFD). A presente pesquisa é de abordagem qualitativa, e se valeu, preferencialmente, do método indutivo. Pôde-se inferir a partir da análise dos discursos dos atores que a violência é percebida pelas suas manifestações, pelos tipos de violência, sem considerar a dimensão de gênero. A maneira de ver a mulher, o homem e a violência, repercute no modo como os policiais militares atendem as ocorrências de violência contra as mulheres. Esta se dá como uma sequência de procedimentos onde importa mais atender aos interesses do sistema de segurança pública do que as expectativas das mulheres em situação de violência. Notou-se, portanto, a partir da análise dos dados, uma divergência no que tange a expectativa das mulheres em situação de violência em relação à expectativa dos policiais militares.

Violence against women is a problem on which many reflections from various areas of knowledge have fallen. In this context, the Military Police of Bahia attends daily occurrences of violence against women, being one of the bodies most in demand. Since violence against women is a complex problem, confrontation requires complex measures to involve the constituted powers in the three spheres of government, a context in which the Military Police, as a state executive body, is inserted. The purpose of this dissertation was to understand the social representations of violence against women and the attendance of them by the military police, having as a field of study the Community Safety Base of the George Américo Complex in Feira de Santana - Bahia. It aimed specifically at identifying what military police officers understand as violence against women, as well as identifying what military police officers understand about providing care for women in situations of violence. The present research had as theoretical-analytical framework the Theory of Social Representations. In order to understand the ideas, the values, the meaning for the military police of what has been violence against women and the care they offered to them, it was necessary to conduct semi-structured interviews, with actors Georgepatric BCS Radiopatrulhamene garrisons. Data were analyzed using the Data Based Theory (PDT). The present research is of qualitative approach, and was based, preferably, of the inductive method. It was possible to infer from the analysis of the actors' discourses that violence is perceived by its manifestations, by the types of violence, without considering the gender dimension. The way in which women, men and violence affect the way military police deal with incidents of violence against women is seen as a sequence of procedures where it is more important to serve the interests of the public security system than women.
