Requalificação urbana das vias de acesso do bairro Pestano

Abstract

A presente monografia de especialização aborda o loteamento Pestano, localizado na região administrativa Três Vendas da cidade de Pelotas-RS, sob a perspectiva do desenvolvimento do processo de assistência técnica em Arquitetura e Urbanismo no local. O trabalho desempenhado junto à comunidade iniciou-se por meio de conversas com alguns moradores atrelado a ações de cadastro e algumas reuniões com a prefeitura. O processo de assistência técnica dividiu-se em três eixos: memória e identidade; projeto, obra e pós-obra; e socioambiental. Para a consecução do trabalho, fez-se uso de métodos como rodas de conversa, dinâmicas integrativas e apresentação e discussão de conteúdos, o que permitiu a realização de diagnósticos e proposições visando ao projeto de assistência técnica. Propôs-se à comunidade um projeto de requalificação urbana das vias de acesso ao bairro e outro de construção de um Ecoponto para para uso da comunidade.

The work is a report on the development of the latu sensu specialization in technical assistance of the Federal University of Bahia in nucleation with the Federal University of Pelotas in the year 2018. The team, Bruna Bergamaschi Tavares and architect Luisa de Azevedo dos Santos worked in the Pestano neighborhood, located in the city of Pelotas / RS, in the Três Vendas administrative region, according to the current Master Plan. Pestano had its origins in the 1970s, at which time a lot division process was carried out, promoted by the Municipality of Pelotas, to house homeless families due to heavy flooding in 1977 and also to families in the process of rural exodus that carried the city. This whole process was done, however, without promoting adequate urban infrastructure conditions. Over the years, with the growth and consolidation of the neighborhood, some infrastructure conditions were being conquered by the residentes. In the year 2013, the Municipality of Pelotas begins the process of a "Physical and social qualification project for the Pestano and Getúlio Vargas allotment". From this, a project-level urban intervention scenario is created, which involves land regularization and the execution of a network of paving, sanitation, drainage, lighting and project infrastructure for the green areas of the neighborhood. It was through the process of registration for land regularization that the approach to the development of technical assistance work was approached. In a context without community articulation, a process of conversation with some residents began with the actions of cadastre and some meetings of the prefeitura of presentation of the project already finished and with promises of execution. To this end, the development of the work process of the residence was started, which was traversed on three defined community axes as early as the first meetings with the group of residents. The axes worked were: 1) Memory and identity; 2) Project, work and post-work; 3) Socioenvironmental. The workshops and meetings were done using methods such as conversation wheels, integrative dynamics, presentation and discussion of contents, thus, with the withdrawal of some diagnoses and propositions for the technical assistance project. The projects defined with the community were the Urban requalification of the access roads of the neighborhood, which is responsible for the architect Bruna Tavares and the project of an Ecoponto for the Pestano, along with informative booklets on the content discussed throughout the process, who is responsible for the architect Luisa Santos.
