A liderança democrática mediando o processo gestor em uma escola de ensino fundamental na periferia de Salvador: o caso da Escola Amai Pro.

Abstract

Com o objetivo de compreender a relação que existe entre o estilo de liderança da equipe gestora e a qualidade do trabalho desenvolvido na escola do primeiro ciclo do Ensino Fundamental foi escolhida para realização da pesquisa, uma escola da rede pública municipal, de porte especial, da cidade de Salvador. Os objetivos específicos foram: a) analisar a concepção de gestão educacional em uma instituição pública de ensino no município de Salvador; b) investigar sobre o efetivo envolvimento das comunidades escolar e local nos processos de planejamento e tomada de decisão, envolvendo a gestão escolar; c) identificar os resultados qualitativos e quantitativos apresentados pela escola nos aspectos administrativo, financeiro e pedagógico e; d) identificar os compromissos que são exigidos de uma equipe gestora que assume uma postura democrática com participação das comunidades escolar e local. A etnometodologia norteou a pesquisa e serviu de apoio às análises de conversações, buscou-se identificar como os atores institucionais compreendem a gestão escolar e o impacto do estilo de liderança da equipe gestora sobre o trabalho da escola. O estudo de caso descritivo foi a formatação escolhida para analisar os resultados obtidos com a investigação que foi feita sobre o cotidiano da escola. A ênfase na opção metodológica que privilegiou técnicas qualitativas de análise, não desprezou o uso de técnicas quantitativas, buscou-se uma abordagem quali-quantitativa para compreender o fenômeno estudado. As principais categorias utilizadas para coleta dos dados foram: 1) participação dos atores institucionais; 2) aspectos pedagógicos; 3) aspectos administrativos e financeiros; 4) gestão escolar; 5)autonomia da escola e; 6) clima organizacional. O estilo de liderança da equipe gestora permeia todas as categorias. A análise dos dados coletados no cotidiano escolar indica que de fato vem ocorrendo a implantação da democratização da gestão no interior da escola, através de decisões descentralizadas, busca do equilíbrio entre as dimensões administrativa, financeira e pedagógica do trabalho escolar. A prática gestora desenvolvida na escola pesquisada apresenta forte ligação com o estilo de liderança da equipe gestora. Os atores institucionais conseguem identificar as diferenças que existem entre a escola e as demais e atribuem principalmente ao estilo democrático de liderança da equipe gestora os pontos positivos apresentados pela instituição. Recomendou-se a implantação do turno integral como procedimento capaz de atender as necessidades da instituição e de seus atores.

ABSTRACT With the objective to understand the relation what exists the style of leadership of the staff enters and the quality of the work developed in the school of the first cycle of Basic Education was chosen for accomplishment of the research, a school of the municipal public net, of postage special, from city of Salvador. The specific objectives had been: a) to analyze the conception of educational management in a public institution of education in the city of Salvador; b) to investigate on the effective involvement of the communities pertaining to school and local in the processes of planning and taking of decision, being involved the pertaining to school management; c) to identify the qualitative and quantitative results presented by the school in the aspects administrative, financial and pedagogical and d) to identify the commitments that are demanded of a staff that assumes a democratic position with participation of the communities pertaining to school and local. The “etnometodologia” guided the research and served of support to the analyses of conversations, it searched to identify as the institutional actors understand the pertaining to school management and the impact of the style of leadership of the staff on the work of the school. The study of descriptive case it was the chosen formatting to analyze the results gotten with the inquiry that was made on the daily one of the school. The emphasis on the option procedural that privileged qualitative techniques of analysis, did not disdain the use of quantitative techniques, searched a boarding quality and quantitative to understand the studied phenomenon. The main categories used for collection of the data had been: 1) participation of the institutional actors; 2) pedagogical aspects; 3) administrative and financial aspects; 4) pertaining to school management; 5) autonomy of school and; 6) organizational climate. The style of leadership of the staff involves all the categories. The analysis of the data collected in the daily pertaining to school indicates that of fact it comes occurring the implantation of the democratization of the management in the interior of the school, through decentralized decisions, searches of the balance between the dimensions administrative, financial and pedagogical of the pertaining to school work. The practical manager developed in the searched school presents strong connection with the style of leadership of the staff. The institutional actors obtain to identify the differences that exist between the school and excessively and attribute mainly to the democratic style of leadership of the staff the positive points presented by the institution. Implantation of the integral turn sent regards to it as procedure capable to take care of the necessities of the institution and its actors.
