Petróleo, um passaporte não seguro para o desenvolvimento: a heterogeneidade estrutural nos municípios da Bacia do Recôncavo

Abstract

O objetivo deste trabalho é descrever a heterogeneidade estrutural presente nos municípios que formam a Bacia do Recôncavo na Bahia, essa que é o berço da indústria do petróleo no Brasil e onde se encontra o maior número de campos terrestres em produção no país, no qual se concentra grande parte dos blocos recentemente licitados para exploração de bacias com acumulações marginais. Em janeiro de 2017, o Governo Federal adotou medidas concretas para apoiar a retomada da exploração e produção de petróleo em terra, na forma do Programa para Revitalização a Atividade de Exploração e Produção de Petróleo e Gás Natural em Áreas Terrestres (REATE). O programa prevê tanto atividades em áreas já conhecidas, como a expansão da fronteira de exploração. A perspectiva de um novo ciclo dinâmico de produção de petróleo em terra é especialmente relevante para região, entretanto cabe identificar alguns aspectos críticos da condição da indústria de petróleo na Bacia do Recôncavo, aspectos que deverão ser abordados para que a proposta do programa REATE tenha real chance de sucesso na localidade. Historicamente, a presença da produção de petróleo não está necessariamente associada à melhoria de condições econômicas e sociais, conforme atesta a vasta literatura sobre petróleo e desenvolvimento. A dinamização da atividade econômica local dependerá, ao que tudo indica, da adoção de medidas que favoreçam a integração dos agentes econômicos locais ao fluxo de receita que venha a ser gerado pela maior produção de petróleo na região. O desafio da abundância permanece vivo. ABSTRACT:The objective of this work is to demonstrate the structural heterogeneity present in the municipalities that form the “Bacia do Recôncavo” in Bahia which is the cradle of the oil industry in Brazil and where the largest number of terrestrial fields in production in the country is found, where concentrates most of the blocks recently tendered for exploration of basins with marginal accumulations. In January 2017, the Federal Government adopted concrete measures to support the resumption of exploration and production of oil on land, in the form of the “Programa para Revitalização a Atividade de Exploração e Produção dePetróleo e Gás Natural em Áreas Terrestres” (REATE). The program envisages both activities in areas already known as well as the expansion of the exploration frontier. The prospect of a new dynamic cycle of oil production on land is especially relevant for the region, however, it is important to identify some critical aspects of the condition of the oil industry in the “Bacia do Recôncavo”, aspects that should be addressed so that the REATE proposal has a real chance of success in the locality. Historically, the presence of oil production is not necessarily associated with the improvement of economic and social conditions, as the vast literature on oil and development attests. The dynamism of local economic activity will depend; it seems, on the adoption of measures that favor the integration of local economic agents into the revenue stream that will be generated by the greater production of oil in the region. The challenge of abundance remains alive.
