Portal de Santa Luzia: uma alegoria para a relação entre segregação social e as formas de fazer cidade e urbanismo no Centro Histórico de Salvador

Abstract

Estudar como foi produzida e como se articula para o futuro, a relação entre segregação social e as formas de fazer cidade e urbanismo no Centro Histórico de Salvador (CHS) é o objetivo desta pesquisa. Para responder a este objetivo, entre maio de 2015 e maio 2017, reuniu-se em uma coleção: notícias, manifestos, panfletos, artigos, notas, imagens, vídeos e filmes, que foram organizados em duas chaves: documento e época. A partir desta coleção se elegeu os elementos teóricos para cumprir duas tarefas: primeiro, perceber e analisar o espaço, usando o conceito de heterotopia (FOUCAULT e LEFEBVRE) e com ele expressar os diferentes tipos de segregação social, encontrados no material da pesquisa; segundo, pesquisar e reunir fatos históricos, usando o Portal de Santa Luzia dentro do conceito de alegoria (BENJAMIN), como linguagem alegórica para falar de segregação social no CHS e, em torno deste, os fatos são encontrados usando os conceitos de engrama (WARBURG), que traz a memória expressiva dos processos de segregação desenvolvidos na cidade, e de mosaico (BENJAMIN), onde se justapõem elementos e tempos heterogêneos destes fatos. O mosaico apresentado é resultado de um primeiro exercício que reúne portais e engramas, relacionados entre outros: aos momentos insurgentes de disputa por ocupação e uso do CHS; aos instrumentos autoritários de regulamentação do espaço que foram usados em diversas épocas; a vulnerabilidade da ocupação e uso do CHS pelas pessoas mais pobres e aos caminhos por onde se articula a ambição da elite social. O resultado da pesquisa mostrou que o método desenvolvido traz a possibilidade de compreender processos urbanos complexos como a segregação, tendo como premissa a justaposição anacrônica de elementos diversos e a elaboração de questões a partir do conceito de alegoria. Com relação as ações de resistência popular a este processo, que é de onde esta pesquisa busca pensar e contribuir, o mosaico sinaliza entre outras abordagens, para uma revisão crítica das táticas empreendidas, especialmente aquelas que, em alguns momentos, desejavam o papel de resistência participativa dentro das regras do jogo do poder hegemônico, mas que outras nuances dessas mesmas regras as capturaram em armadilhas para legitimar simulacros de participação social.

To study as it was produced and as if it articulate for the future, the relation between social segregation and the forms to make city and urbanism in the Historical Center of Salvador (CHS) is the objective of this research. To answer to this objective, between May of 2015 and May 2017, it was congregated in a collection: notice, manifestos, pamphlets, articles, notes, images, videos and films, that had been organized in two keys: document and time. From this collection, the theoretical elements were chosen to fulfill two tasks: first, to perceive and analyze the space, using the concept of heterotopia (FOUCAULT and LEFEBVRE) and with to express the different types of social segregation found in the research material; second, to research and gather historical facts, using the Portal de Santa Luzia within the concept of allegory (BENJAMIN), as allegorical language to speak of the social segregation in the CHS and, around of this, the facts are found using the concepts of engrama (WARBURG ), which brings the expressive memory of the processes of segregation developed in the city, and mosaic (BENJAMIN), where juxtaposed heterogeneous elements and times of these facts. The mosaic presented is the result of a first exercise that gathers portals and engrams, related among others: to the insurgent moments of dispute over occupation and use of the CHS; the authoritarian instruments of space regulation that were used at different times; the vulnerability of the occupation and use of CHS by the poorest people and the ways in which the ambition of the social elite is articulated. The result of the research showed that the method developed brings the possibility of understanding complex urban processes such as segregation, based on the anachronistic juxtaposition of diverse elements and the elaboration of questions maked from the concept of allegory. With respect to actions of popular resistance to this process, which is where this research seeks to think and contribute, the mosaic signals among other approaches, for a critical review of the tactics undertaken, especially those that, in some moments, desired the role of resistance participatory within the rules of the game of hegemonic power, but that other nuances of these same rules caught them in traps to legitimize simulacros of social participation.
