This study aimed to characterize the work management implemented by the Empresa Brasileira de Serviços Hospitalares (EBSERH) at the Hospital Universitário Professor Edgard Santos (HUPES), considering the context of neodesenvolvimentismo. The research adopted a qualitative, descriptive approach. The methodological procedure was based on data triangulation, with data collection techniques including secondary data gathering and analysis, analysis of official documents, and conducting semi-structured interviews with HUPES employees. The study was structured around the concepts of development model, management model, and work management. The main theoretical references included Ana Paula Paes de Paula, Armando Boito Jr., Bresser-Pereira, and Graça Druck, among other authors discussing management and development models. The results indicate that the work management implemented by EBSERH at HUPES retains elements of managerialism, highlighting the persistence of neoliberal model principles even in the context of neodesenvolvimentismo. Among the contributions of this research, the importance of analyzing the influence of the neoliberal economic development model on public administration, particularly in work management, is emphasized from a critical theory perspective.
