This dissertation proposes a methodological contribution to the analysis of the 2023 Master Plan for Sustainable Urban Development (PDDU-S) of the municipality of Camaçari, Bahia, from the perspective of the dimensions of sustainability: environmental, social, economic, cultural, political, and spatial/territorial. The main objective of the research is to examine the extent to which the plan incorporates, in an integrated and strategic manner, the principles of sustainable development into the municipal territorial planning. A qualitative methodological approach was adopted, based on documental analysis of the content of the PDDU-S as well as the Urban and Environmental Codes, through the application of an analytical matrix based on theoretical and normative references on sustainability and urban and environmental planning. Each dimension of sustainability was unfolded into specific qualitative criteria, enabling a critical and systematic reading of the plan. The results indicate progress in the environmental and economic dimensions but also reveal significant gaps in the integration of social, cultural, and political aspects. The research contributes to the debate on the effectiveness of master plans as planning instruments oriented toward sustainability, highlighting the importance of articulating theory, technique, and social participation in the formulation of more just, inclusive, and sustainable urban-environmental policies.
