The aim of this thesis was to develop methodological guidelines that contribute to the
analysis of accessibility in discursive construction in a mediatized considering the instances of production, recognition and circulation. The study is concerned with deaf people's access to the right to communication. This social group is made up of more than ten million Brazilians and represents a population that finds itself on the margins of many of rights due to a lack of accessibility. When it comes to deaf people, one institution stands out: INES, the National Institute for Deaf Education. Then, one of the stages of this research was to develop a case study on the institution, which created an accessible WebTV. The methodology, which was developed in qualitative, applied and exploratory in nature. It includes a case study and discourse analysis of Facebook pages;
discourse analysis of TV INES programs; field research that included the questionnaires and interviews. This research is based on methodological theoretical framework are Discourse Analysis studies, especially from the semiotician Eliseo Verón. The fourth chapter presents the analysis strategy built up in this thesis, called the Discourse Analysis Strategy (EADS in portuguese), which was applied to analyze the questionnaires questionnaires developed with deaf people and the episodes of the Café com Pimenta program. The considerations show that ableism is the main thread running through of the problems experienced by people with disabilities. We observed that even with the technologies, the increase in the use and appropriation of devices, and the use and appropriation of devices, and even with advances in legislation on the subject, access is not for everyone and many voices continue to be silenced. The prejudices experienced by deaf people in everyday life offline are also found in the media environment, through silencing, lack of representation and accessibility, invisibility
accessibility, and the invisibility of an entire social group.
