This dissertation analyzed the working conditions and the implementation of social
studies by social workers working in Specialized Social Assistance Reference Centers
(CREASs) inspected by CRESS-BA in 2023. The historical-dialectical materialist
method was adopted to understand the social and historical determinations that
influence professional practice. The research used bibliographic and documentary
sources, with emphasis on the visit reports of the CRESS-BA Inspection Commission
(COFI), referring to the year 2023, which brought data related to the working conditions
of Social Service professionals in CREAS. The specific objectives were: to identify the
working conditions of social workers in the inspected CREASs; to analyze the
demands that require the preparation of the social study; and to investigate the
challenges faced by professionals in the preparation of social studies. The results
showed that working conditions in CREASs are characterized by precarious
employment relationships, scarcity of material and human resources, inadequate
ethical and technical conditions, and external pressures, especially from the Justice
System, which demand reports and opinions not provided for in the legislation of the
Unified Social Assistance System (SUAS). The dissertation also discussed the
instrumentality in Social Work and the impacts of the hegemonic professional ethicalpolitical project in the face of conservative projects that threaten Social Work. It was
found that precarious working conditions compromise the quality of social studies,
directly affecting the effectiveness of professional intervention in CREASs.
