Community libraries are spaces created and managed by people who believe in the transformative power of oral and written literature, which endure in the peripheries as places of education and culture, where the exchange of knowledge and work, the construction of citizenship and empowerment predominate. This research aims to understand the contribution of shared management in the 7 de Abril Community Library to its consolidation, in order to develop training activities that promote listening and territorial rooting for the development of Community Libraries. The research was qualitative and involved a case study based on the experience of the Sete de Abril Community Library. The research tools used were an analysis of the institution's documents, participant observation and semi-structured interviews. The method used was content analysis. The Social Management Technology for Territorial Development (TGS.DT) presented consists of training for the creation of community libraries, based on community rooting, based on the experience of the Sete de Abril Community Library, which is part of the Salvador Community Library Network and the National Community Library Network. The activities proposed in the training prioritize active listening to people in the community, considering reflections on individuals' belonging to the territory (Path to initiation), their relationships with institutions and places in the territory (Ori connected), conceptual alignment on the founding elements of a community library (Xirê of ideas) and the elaboration of a collaborative project (The foundation) built on the mandala contained in Dragon Dreaming.
