Digital transformation in the public sector has significantly impacted the work of federal technical-administrative staff, altering processes and shaping perceptions of the services provided. This study investigates the gap in understanding how adopting digital technologies affects the perception of value attributes among the Federal University of Bahia staff members. Employing a mixed-methods approach, which included a focus group for attribute definition and a survey with 190 participants, data were analyzed using descriptive statistics, reliability analysis, and exploratory factor analysis. The results revealed a predominantly positive perception among staff regarding technological changes, with notable improvements in communication, empathy, accessibility, responsiveness, and the convenience of self-service technology. Factor analysis further identified three main constructs grouping these attributes, highlighting their interrelationships. This research substantially contributes to the public administration innovation literature, offering valuable insights for managers and policymakers to optimize the implementation of digital technologies from the staff's perspective.
