The incorporation of ICTs (Information and Communication Technologies), especially in PHC (Primary
Health Care), has progressed gradually and it is clear that their use and availability are fundamental in
the process of guaranteeing safer access to care. These technologies have been increasingly incorporated
into the work routine of services, but little is known about the barriers, facilitating factors and their use
with a view to collective construction in interprofessional work. It is therefore assumed that the inclusion
of digital technologies in the management of health work can have an impact both on the way work is
organized and on relationships, coordination, links, structure, workers' quality of life and the need for
new skills from managers and workers to meet the new scenario, considering the organizational and
regulatory aspects of the health work process in PHC. The general aim of this study was to analyze, from
a comparative perspective, work in Primary Health Care with the inclusion of digital health in
experiences in Brazil and Portugal. Specifically, the aim was to: systematize scientific production on the
competencies needed to include digital health in the work of health professionals in Primary Health Care;
map and systematize the main concepts, terminologies and applicability of digital health in Brazil and
Portugal; To identify the scientific production on the professional competencies required for the inclusion
of digital health in Primary Health Care (PHC) and to systematize the scientific production regarding
work experiences in health within the context of digital transformations in PHC in Brazil and Portugal.
This is a descriptive study with a qualitative approach, aiming to characterize work within the context of
recent digital transformations in PHC in the two selected countries from a comparative perspective. The
data collection occurred in two stages: (1) document analysis; and (2) scoping review. The results were
presented in four scientific articles: 1. Pathways for the regulation of digital health in Brazil and Portugal:
a documentary review; 2. Digital health in Primary Care: a scoping review on professional competencies;
3. Health work organization in the context of digital transformations: a comparative perspective between
Brazil and Portugal; 4. Work experiences in Primary Health Care within the context of digital
transformations in Brazil and Portugal: scoping review. We hope to contribute to the knowledge of health
policies, their determinants, actors and interests, expanding the possibilities of implementing digital
technologies with health managers and professionals. Finally, it is hoped that, based on the results
produced, this work will be able to reach levels that make managers, institutions and health professionals
aware of the importance of digital technologies.
