This dissertation aims to analyze public policies directed at rural settlements, where a case study was conducted in the Batalha Settlement Project, located in Bom Jesus da Lapa - Bahia. The methodologies and analysis techniques were based on case study, participant observation and semi-structured interviews. The work aimed to contribute to studies on ruralities, pointing out the sociocultural dynamics developed by the settlers of the Batalha Settlement in the face of several issues that engender the settlement. Additionally, the work revisits concepts of hegemony, counter-hegemony, emancipation and resistance, conducting theoretical dialogues with Gramscian studies, highlighting that concrete social reality and historically viable processes may encounter limits within the theory. Agrarian reform and the creation of rural settlements represent a significant milestone in the fight for social justice in the countryside. Public policies for rural settlements in Brazil are marked by challenges and contradictions, which this study sought to contribute to the ongoing debate on the subject, the research on self-managed forms of production, and alternative forms of production that can be a way to overcoming social inequalities.
