This research aimed to create a design of a meaningful learning experience for the training of public managers in territorial development, based on the strategic management of Distance Learning (DL). The research methodology is based on Design-based Research (DBR), an approach in which research and pedagogical intervention are integrated and articulate dialectically and iteratively to propose solutions to complex educational problems. Groups of concepts inherent to the research universe were articulated, such as Distance Learning, Distance Learning Management and Distance Learning Systems, Curriculum Design and Blended-Learning, Experiential Learning and Innovative Methodologies, Educational Design and Learning Objects, Learning Experience Design and Meaningful Learning. The groups of concepts were mobilized seeking to understand possible ways to design a meaningful learning experience for the training of public managers in territorial development with an emphasis on housing policy. The DBR demand came as a solution from the result of the partnership between the Interdisciplinary Center for Social Management and Caixa Econômica Federal that aimed to create a hybrid curriculum design for the training of bank employees through a Lato Sensu specialization. In order to provide the construction of this course, 04 phases of DBR were conceived and executed following iterative cycles in its development: (1) Analysis and Exploration; (2) Design and Construction; (3) Evaluation and Reflection; (4) Implementation and Spread. The results of this DBR reflect not only the hybrid curriculum design built, but also a set of educational products that integrated the maturation of the experience and involved the production of articles, e-books, virtual learning environments and educational resources. Every experience designed was based on the concept of strategic management. In this sense, the theoretical understanding of the dynamics of the interaction between distance learning systems, their subsystems and student-centered strategic management is also a result of this DBR called as the Theoretical Understanding result. In this sense, all the results indicate the convergence of essential themes of the universe of Distance Learning Management for the development of the field of Management Education, as well as for the practice of distance learning management itself and the exercise of public managers in territorial development. As a contribution to the field of studies in Management Education, we discuss the relationship between experiential learning, innovative methodologies, learning experience design and meaningful learning and insert these imbrications in the context of the strategic management of distance Learning, as well as explain the dynamics of the relationship of distance learning systems and subsystems.
