Resumo:
This study has as its object of critical reflection the theoretical-political debate that
problematizes the relationship between confronting moral harassment at work as one of the
challenges that is part of the set of activities linked to the generic competencies of Social
Workers, embedded in the work collective professional. Therefore, the central question is:
how to understand moral harassment as one of the manifestations of the social issue that
affects the working class and is part of the challenges posed to the generic skills of Social
Workers, embedded in collective professional work, based on the main Social Service
publications in the last ten years? The starting point was the understanding that harassment is
part of the strategies of managerialism that are linked to a way of organizing work that drives
“neoliberal capital”. This expression refers to the global mechanisms that expand and
influence the political, social, economic and cultural relations that substantiate contemporary
capitalism (Dardot; Laval, 2016). The general objective was defined as: understanding moral
harassment as one of the manifestations of the social issue that affects the working class and
is part of the challenges posed to the generic skills of Social Workers, embedded in collective
professional work, based on the main publications of Social Services in the last ten years. A
selection of the main publications was made based on sources from the Scielo Base, CFESS
and Revista Temporalis. The following specific objectives were established: 1- identify the
theoretical categories that explain the relationship between harassment and the generic skills
of Social Workers involved in collective professional work, based on critical Social Service
literature; 2- survey publications on bullying and Social Work in scientific articles from the
Scielo Base over the last ten years; 3- identify CFESS publications that deal with moral
harassment in the last ten years; 4- raise the publications of Revista Temporalis that deal with
moral harassment in the last ten years. For the purposes of this study, the ABEPSS Curricular
Guidelines (1996), the regulatory frameworks of the profession and the contributions of
Iamamoto (2012) were selected from the universe of critical literature on Social Work.
Aiming to achieve the objectives and considering the theoretical-methodological basis of
Marxist thought, a bibliographical research was prepared, with emphasis on the categories and
elements that are essential for investigating the problem. The main categories of analysis are:
Moral Harassment, based on Heloani and Barreto (2018); Professional Skills of Social
Workers, based on the text of the ABEPSS Curricular Guidelines (1996), the Profession
Regulation Law (1993) and the Code of Professional Ethics; Neoliberalism, with Dardot and
Laval (2016); Social Question, based on Netto (2001) and Iamamoto (2010); and Professional
Work, based on Iamamoto (2000) and Raichelis (2020). As a result, there is a lack of studies
on the topic, indicating, therefore, the need to advance research aimed at combating moral
harassment at work as one of the challenges that are part of the set of activities linked to the
generic competencies of ( as) Social Workers, embedded in collective professional work.
