The dissertation addresses the management of the Scientific Periodicals Portal of the Federal University of Bahia (UFBA), emphasizing the importance of this type of portal in the communication and dissemination of scientific knowledge. The main objective is to investigate the main components of the Periodicals Portal of the Federal University of Bahia, focusing on strategy, team, technology and services offered. In the theoretical foundation, the evolution of scientific communication and the relevance of portals as tools for transparency and accountability in the production of knowledge are explored. The intersection between scientific communication, electronic government and university management is discussed, highlighting the challenges faced in the administration of portals, which include the need for a well-defined organizational structure and the training of the management team. A mixed methodological approach is adopted, which combines bibliographic review, documentary analysis and case study. A Management Technology for the Self-Assessment of Periodical Portals is developed, consisting of four observation scripts that evaluate 111 items organized into 15 categories, covered by four essential dimensions: strategy, team, technology and services. Data collection includes information from digital platforms, reports and institutional documents. The research results highlight both strengths and weaknesses in the management of the UFBA Periodicals Portal. The visibility and support offered to publishers are highlighted as positive aspects, while information architecture and strategic management are identified as areas requiring improvement. The analysis highlights the importance of structured management and continuous team training. In the discussion, the results obtained are related to existing literature, emphasizing the need for restructuring in the dimensions of strategy, team, technology and services. The suggestions for improvements presented aim to increase the effectiveness and efficiency of the portal, aligning with the best practices and benchmarks in the sector. The importance of strategic planning that takes into account the specificities of UFBA and the demands of the academic community is also highlighted. In the final considerations, the importance of managing scientific journal portals for strengthening scientific communication and promoting knowledge in society is highlighted. It is concluded that the implementation of the proposed suggestions can significantly contribute to improving the quality and recognition of UFBA journals, aligning with the contemporary needs of academia to promote broader and more transparent access to scientific information.
