Resumo:
The Institutional Repository (RI) of the Federal University of Bahia (UFBA) is a fundamental tool for the scientific context between researchers and their peers, allowing the reuse of research offered by scientific academic communication without restrictions and with open access. This study was possible through the analysis of the guidelines proposed by OpenAIRE for repositories of scientific publications v. 4, the good practices of the Community Structure of the Confederation of Open Access Repositories (COAR), the normative documents of UFBA and, above all, the practices of indexing metadata in the RI of UFBA. The technical literature showed that the communication and dissemination of data information were affected by the emergence of digital repositories, which allowed the dissemination and visibility of the results of research carried out in scientific institutions. From this perspective, the general objective aims to analyze how the institutional repository of the Federal University of Bahia (UFBA) is adequate to the guidelines for policies to promote open access in line with the OpenAIRE/IBICT recommendations for the open science movement. Specific objectives: to discuss the recommendations for repositories based on the OpenAIRE/IBICT guidelines for policies to promote open access; to examine whether the findability and accessibility of the metadata of the journals of the RI of UFBA are in line with the OpenAIRE/IBICT guidelines; to describe the institutional aspects in relation to the indexing of scientific publications of journals in the RI, from the recommended guidelines. The methodology adopted was the descriptive research method with qualitative and quantitative approaches, with a bibliographic focus, and an explanatory case study. The universe of the research was the librarians responsible for reviewing and validating the metadata records of the RI of UFBA. The techniques and instruments used were: survey and analysis of normative documents, systematic observation, questionnaires and audios. The final considerations point to: the interdisciplinarity of Information Science by enabling and democratizing knowledge through information and communication technologies; the FAIR level of findability for the UFBA repository, since it fits some practices of the OpenAIRE/IBICT guidelines and COAR good practices; lack of periodic review of indexing records for the standardization of contents; information security vulnerability due to using the outdated version (6.4) of the DSpace software (DSpace Steering Group). The study suggests the implementation of the recommended OpenAIRE guidelines, since DSpace supports changes in DCMI; the repository needs a policy operation planning instrument to evaluate the performance of the system; implementation of an indexing policy to maintain the uniformity of the records. This research intended to contribute to the implementation of the policy guidelines for the promotion of open access recommended by OpenAIRE/IBICT, which aim to guide the managers responsible for the repositories, assisting them in decision-making.
