Resumo:
This work conducted a competency mapping of the managers in the administrative
departments and the heads of the human resources and professional development
sector of the Military Fire Department of Bahia (CBMBA), defining individual
competencies and their gaps. To achieve this, a qualitative-quantitative approach
was undertaken to complement the methodology; a document analysis was carried
out to understand the bureaucratic legal functioning of personnel management within
the CBMBA and align the strategic planning with essential competencies, as
recommended by Competency-Based Management (CBM); a focus group with the
Officers of the Personnel Department, the central body of personnel management in
the CBMBA, to confirm, adjust, complement, and make decisions based on the
findings; and a questionnaire was directed at professionals directly involved with the
personnel management area within the institution to further complement the findings
and identify the competency gaps of the professionals. As a result, the need for
training in personnel management based on GPC for all managers within the CBMBA
was identified. In this context, it was possible to design a pedagogical project for a
personnel management course based on GPC, along with guidelines for this
practice, and submit them to the CBMBA General Command via the Electronic
Information System in order to improve the quality of personnel management
services within the CBMBA and, consequently, provide better services to society.
