Resumo:
Intelligence activity has been used in the investigation police with the purpose of qualifying the institutional decision-making process and offering greater efficiency to police investigation. The homicide elucidation rate in Brazil, on the other hand, has been the subject of research, study and criticism, bringing to the center of the discussion the importance of police investigations in the Brazilian criminal justice system, notably regarding aspects of efficiency and quality, in addition to uncovering structures and methods of judicial police institutions. The result of investigations into homicide crimes is basically related to achieving the objectives of knowing the perpetrator and circumstances of the criminal act, as well as gathering elements of conviction, enabling the production of evidence in accordance with the national legal system. In this sense, two distinct concerns must be highlighted: first, regarding the use of information through specific knowledge production methodologies, in the field of intelligence doctrine; and, second, regarding the search and collection of evidence, especially precautionary, anticipated and non-repeatable evidence, in the field of legal science. This research aims to examine how the use of intelligence activity in modern criminal investigation has occurred, starting from the analysis of its application in homicide investigations in Salvador in the field of informational knowledge, articulating the collection of subjective evidence with technical or objective tests, legally qualifying their use and, simultaneously, preserving individual rights and guarantees. The use of intelligence tools can reduce the duration of the police investigation and increase the ability to identify perpetrators.
