This dissertation aims to analyze the governance mechanisms existing in Rede de Controle da Gestão Pública no Estado da Bahia, from 2009 to 2021, investigating which could be adopted to promote greater cooperation and communication among its constituent entities. Among the specific objectives, it seeks to identify possibilities and limits of its actions. The study is a
qualitative and exploratory case study. Semi-structured interviews with network managers and documentary analysis are used as data collection instruments. Data treatment involves documentary analysis and content analysis, using the thematic categorical analysis technique.
The results show that governance mechanisms favoring greater cooperation and communication include those related to the establishment of representation and participation procedures for members; the existence and operation of regulatory, normative, communication, and information-sharing systems; the adoption of strategic planning, monitoring, and evaluation procedures for collective actions within the network; joint action by the member organizations, and information exchange among them. These results confirm the assumptions that public bodies and officials acting in Rede de Controle da Gestão Pública no Estado da Bahia understand the need for collaborative and joint actions, see possibilities for improving their governance, and recognize governance actions that promote increased collaboration, facilitating communication and information sharing in external control
networks. The theoretical contributions include generating knowledge about governance mechanisms suitable for structuring control networks, defining management models, and ways of working collaboratively. From an empirical perspective, the results indicate effective pathways for efficient and continuous sharing of information among control bodies, improving the public governance of Rede de Controle da Gestão Pública no Estado da Bahia. They suggest improvements for the issues presented to enhance communication and develop more joint actions within the network. The findings present possibilities and limits to the
adoption of governance improvement mechanisms in already established or newly created collaborative organizational networks.
