Resumo:
By mapping the current environmental licensing process for hydropower plants in Brazil at large and particularly in Bahia State, the present study sought to identify the main flaws impacting the deadlines for granting the licenses for such projects. To this end, we have used a cause and effect mathodology widely employed for measuring the quality of this public service, including a study of the regulations dealing with the topic at the federal and state level, in order to identify all the inputs and outputs making this process too long. Among the main flaws identified in this study, we call particular attention to the lack of integration between the various agencies, especially due to the existence of disconnected legislation. In closing, we offer suggestions for a revision of the environmental regulatory framework in force in our country, in order to simplify it and make the whole process more efficient.
