Resumo:
Several countries, such as Australia, Canada, England, Portugal, the United
States, among others, have regulated the safety of dam, with certain specific
characteristics that their site/territory needs, before the Brazilian national
standardization was issued. In the year 2010, Brazil promulgated the National Policy
on Dams Safety, which directs the guidelines for the completely Brazilian territory.
States governments still need to finish legislating on the subject. The State of Mato
Grosso do Sul regulated in 2014 the granting of the right to use water resources. As
of December 2016, the resolution Semade 044 determines the Dam Safety Plan -
PSB as well regulates regular and special visual inspections. A year later, that is to
say in 2017, it was time to start normalizing Emergency Action Plan – EAP(or PAE, in
Portuguese) and Periodic Safety Review of Dam - RPSB, by the Ordinance IMASUL
576. Because dam safety is a relatively new subject, some out of all Entrepreneurs
are unaware of the damages that a breach in the dam may generate to him or to third
parties. In addition, in several cases they do not have basic knowledge to inform and
address the state of conservation of the dam that belongs to them. Therefore this
work (from the third chapter) aims to serve as guidelines, demystifying some "popular
sayings", related to the pathologies that can be verified in the structures and which
corrective measures should be taken.
