Resumo:
This paper presents the informational flows and competencies of the actors involved in the
formulation of a Public Health Policy, by the State Health Council of the State of Bahia, due
to its relevance for the consolidation of the rights of Brazilian citizens. The process of
formulating this policy has requirements such as compliance with demand, stakeholder
involvement, negotiation for entry into the government agenda, among others. But these
requirements are not always respected, such as the legal requirements for compliance with the
Access to Information Act and the achievement of e-government goals. Such items are
necessary to consolidate access to information as a duty of the state and citizens' rights in
democratic countries, such as Brazil, where there is a public health policy, the Unified Health
System, formed by information subsystems, to ensure information necessary for the
functioning of public health policies. The State Council of Health of the State of Bahia was
chosen as a case study, as it is a place of participation with representatives of various health
segments: managers, providers, workers and users, actors responsible for the cycle of a public
health policy and its social control. Some factors, such as the diversity of health information
subsystems, the inconsistency of information and the lack of training of professionals, are
problems in the global system of a public health policy. The general objective is to analyze
the informational flows and competencies of the actors involved in the process of formulating
a public health policy of the State Health Council of the State of Bahia. Thus, the following
specific objectives were defined: to articulate the Law on Access to Information, eGovernment and the Council; identify information flows and competencies among the actors
involved and propose a specific informational competency model for this Board. The research
is documentary, bibliographical, empirical and descriptive with mixed approach, adequate to
the understanding of this social phenomenon. In information retrieval, keywords are used:
public health policies, Law on access to information, electronic government, informational
flows, informational competencies and the State Health Council of the State of Bahia,
adopting search strategies in databases. data, such as scielo, capes journal portal, library and
information science abstracts, web of science and scopus, and others, in the areas of
information science, law, sociology, public policy and public health. Data collection was
obtained through the documentation of the Board and the direct observation of meetings of
that body, from 2016 to 2018. Finally, the content analysis was applied to the selected
documentary corpus, from the registration units. , social control, government, information,
public policy and network, as they are the most significant, while data allowing effective
control. It is hoped that the results obtained may support improvements in the access, use and
dissemination of health information, considering that health is a matter of citizen interest and
fundamental right, enshrined in the Federal Constitution of 1988, the Access to Information
Law and other e-government laws.
