This study, situated in the field of empirical research in law, pretends to analyze&#13;
how the Superior Court of Justice (STJ) parameterized, through the ruling handed&#13;
down in Habeas Corpus Appeal 158,580/BA, the requirements necessary for the&#13;
configuration of police stop-and-fritz in public spaces, having as empirical corpus the&#13;
criminal habeas corpus proceedings originating from the Court of Justice of the State&#13;
of Bahia, consisting of 983 pages, which was examined in the aforementioned ruling.&#13;
To achieve the main objective described above, we sought to identify and describe the&#13;
concepts and legal categories used by the actors in the disputes for legal truth within&#13;
the proceedings, emphasizing the meanings attributed to suspicion based on the&#13;
context of arrest in crime progress; we sought to identify from which perspective the&#13;
legal nature of the police stop-and-fritz under founded suspicion was problematized in&#13;
the proceedings, in addition to extracting the main aspects of the vote that dialogue&#13;
with the Inter-American Court of Human Rights in the case Fernández Prieto and&#13;
Tumbeiro v. Argentina; constituted the empirical corpus. This work was constructed&#13;
based on four methodological strategies: the case study, in view of the social&#13;
representation of the theme and the proposed object; the study of procedural flow&#13;
enabling the analysis of the process from the registration of the police report at the&#13;
police station until the conclusion of the process at the STJ; a documentary analysis,&#13;
and a bibliographic review in which we circumscribe the current state of the art of the&#13;
object under study. As a guide for the consequence of this work, we elected four&#13;
hypotheses: a) the ruling handed down by the STJ carried out conventionality control&#13;
over the decision of the Court a quo; b) it pacified the understanding about the legal&#13;
nature of police searches; c) distribution requirements guiding the analysis of the&#13;
conformation of suspicion based on arrests in crime progress resulting from police&#13;
stop-and-fritz in public spaces; d) it became a paradigm for judicial assessment of&#13;
arrests made by the police in public spaces throughout the national territory. In the&#13;
end, we demonstrate that we achieved all the objectives and tested all the hypotheses&#13;
raised.

The aim here is to reflect, from a human rights perspective, on the role of student assistance policies and affirmative action for the access and permanence of students from lower classes to higher education, from which they were historically excluded by policies elitization of Brazilian universities. Therefore, this article analyzes institutional documents that constitute the foundation and instrumentalization of student assistance policies and affirmative action within the scope of the Federal University of West Bahia (UFOB), located in the interior of Bahia, in the northeast of Brazil. It starts from the principle that the right to education and, in this case, to higher education, permeates several social and citizenship issues, among which the importance of student assistance policies and affirmative actions, articulated to the creation of academic environments inclusive, with autonomy, diversity, solidarity, respect and equality of learning conditions. It is concluded that the full experience of citizenship and social, economic and cultural democracy is intrinsically associated with guaranteeing the right to schools and universities, which are training places for all human rights subjects, indispensable for the promotion and effectiveness of human dignity.

This article analyzes the case of lynching followed by the death of Dandara Ketlely, a &#13;
transvestite woman from Ceará, who renamed herself by the social name in sharing the &#13;
reference of Dandara, a black quilombola leadership in the struggle for the liberation from &#13;
slavery. In addition, both share another interesting aspect around Palmares, since the first &#13;
Dandara in history fought in the best known quilombo in our national territory, while the &#13;
second lived in the region entitled by the same name located on the outskirts of Fortaleza. The &#13;
lynching case that occurred in 2017, which according to research on the violation of human rights, transsexuality and the LGBTTTAI +++ community, was the most violent against these &#13;
populations in recent years in Brazil. In order to carry out such a study, journalistic material &#13;
available in the online environment was used, as well as biographical reports about the victim, &#13;
as well as audiovisual material that they recorded of their martyrdom, and served as resources &#13;
for building a collection on the case of this analysis. Thus, the central objective focused on the &#13;
discussion around the motivation of lynching that resulted in the death of a trans woman due &#13;
to gender violence against women and members of this community in question. This article &#13;
covers a brief theoretical and bibliographical survey on lynching in Brazil, as well as an &#13;
analysis of the political situation that precedes 2017, based on the political framework of the &#13;
coup that took place in 2016 against the democratically elected president, Dilma Rousseff. This &#13;
context was marked by the exponential increase in conservatism and hate speech, in addition &#13;
to attacks on the human rights of power minorities. Thus, Dandara's life is reported, from his &#13;
trajectory of gender identity construction, to the description and analysis of his martyrdom, &#13;
and the legal ramifications of the trial of his executioners, in this case of transfeminicide.
