Network effectiveness: um estudo sobre a efetividade das redes Petro brasileiras na perspectiva dos gestores de rede e das organizações integrantes

Abstract

A partir do exame e entendimento do funcionamento de uma rede interorganizacional é possível conhecer como e por que as redes produzem determinados resultados. Diante disso, o que motivou o presente estudo foram as lacunas teóricas sobre efetividade de redes, mais especificamente sobre a análise dos fatores determinantes desta efetividade. O que geralmente se observa na literatura são estudos que fazem uma análise fragmentada, com base em um único fator, para tentar explicar a efetividade das redes, gerando resultados parciais e pouco explicativos. No entanto, existem poucos estudos, principalmente no Brasil, que investiguem os efeitos interativos de diferentes dimensões na efetividade de rede. Assim, o objetivo desta tese é analisar, conjuntamente, as relações existentes entre as dimensões de rede interorganizacional (práticas gerenciais, comportamentos de liderança, modelo híbrido de governança, mecanismos formais de governança, mecanismos relacionais de governança e estágio evolutivo de desenvolvimento) e a efetividade das redes Petro brasileiras. Para alcançar esse objetivo, foi realizada uma pesquisa quanti-qualitativa. Na etapa quantitativa foi conduzida uma pesquisa survey eletrônica a uma população de 383 organizações integrantes de 12 redes Petro brasileiras, obtendo 127 respostas válidas, cujo método de análise de dados foi a estatística descritiva e a modelagem de equações estruturais com estimação partial least square (MEE-PLS). A partir da aplicação de análises estatísticas foi possível analisar as relações existentes entre as dimensões estudadas e a efetividade, bem como analisar as hipóteses do estudo e validar o modelo gerado. Na etapa qualitativa foram realizadas entrevistas de aprofundamento, aplicadas a 14 gestores de redes, membros do comitê gestor de cada rede, que serviram para corroborar e ampliar os achados dos questionários e para melhor entender os fatores determinantes de efetividade das redes Petro. Apesar de algumas limitações apresentadas, houve contribuições teóricas e gerenciais. Os resultados mostram que redes Petro efetivas exigem a combinação e o equilíbrio de estruturas de governança (mecanismos formais e informais) que contemplem uma liderança de natureza gerencial, porém flexível, ou seja, uma liderança dialética que procure harmonizar resultados da rede com os interesses das diversas partes interessadas. Isso nos permite supor que as dimensões analisadas neste estudo afetam conjuntamente a efetividade das redes interorganizacionais, cujas combinações demonstram relações causais claras que fortalecem os resultados da literatura e, consequentemente, contribuem para o avanço teórico dessa temática.

From the examination and understanding of the functioning of an interganizational network it is possible to know how and why the networks produce certain results. Therefore, what has motivated the present study were the theoretical gaps on network effectiveness, more specifically on the analysis of the determinants of that effectiveness. What is usually observed in the literature are studies that do a fragmented analysis, based on a single factor, to try to explain the effectiveness of the networks, generating partial and not very explanatory results. However, there are few studies, mainly in Brazil, that investigate the interactive effects of different dimensions on network effectiveness. Thus, the aim of this paper is to analyze, together, the relationships among the interganizational network dimensions (managerial practices, leadership behaviors, hybrid governance model, formal governance mechanisms, relational governance mechanisms and evolutionary stage of development) and the effectiveness of Brazilian Petro networks. To achieve this goal, a quantitative-qualitative research was carried out. In the quantitative step, an electronic survey was conducted in a population of 383 organizations from 12 Brazilian Petro networks, obtaining 127 valid answers, whose method of data analysis was descriptive statistics and the structural equation modeling with estimation of partial least square (SEM-PLS). From the application of statistical analyzes it was possible to analyze the existing relationships between the studied dimensions and the effectiveness, as well as to analyze the hypotheses of the study and to validate the model generated. In the qualitative stage, deepening interviews were carried out, applied to 14 network managers, members of the management committee of each network, which served to corroborate and amplify the findings of the questionnaires and to better understand the determinants of effectiveness of Petro networks. Despite of some limitations, there were theoretical and managerial contributions. The results show that effective Petro networks require the combination and the balance of governance structures (formal and informal mechanisms) that contemplate some leadership from some managerial nature but some flexible one, in other words, some dialectical leadership that seeks to match results of the network with the interests of stakeholders. This allows us to assume that the dimensions analyzed in this study jointly affect the effectiveness of the interganizational networks, whose combinations demonstrate clear causal relationships that strengthen the results of the literature and, consequently, contribute for the theoretical improvement of this theme.
