Os papéis dos stakeholders na implementação das parcerias público-privadas no Estado da Bahia.

Abstract

Esta dissertação teve como ponto de partida o objetivo de analisar os papéis dos stakeholders na implementação das Parcerias Público-Privadas (PPP) no Estado da Bahia. Assim, a pesquisa aborda, por meio da teoria de stakeholders, o mapeamento dos interessados relevantes nas fases dos projetos, revelando os contextos das interações, bem como os papéis desempenhados e padrões de divergência e equilíbrio dos interesses públicos e privados. O texto revisa a literatura, expondo os participantes na função de gestores, influenciadores e pressionados pelas múltiplas demandas e prioridades concorrentes sob a moldura das relações estabelecidas para a concretização de projetos de PPP. Em termos metodológicos, a abordagem utilizada na pesquisa foi do tipo qualitativa, com a aplicação de quatorze entrevistas semiestruturadas combinadas à reunião de documentos para descrever a atuação das doze organizações sobre o conteúdo empírico dos sete projetos de PPP em andamento na Bahia. A análise de conteúdo centrou-se, inicialmente, na classificação e importância dos stakeholders, mediante o detalhamento dos processos que compõem as fases de enquadramento, licitação, financiamento, construção, gestão e controle que situam especificamente cada caso estudado. Em um segundo momento, o processo interpretativo se desenvolveu através da análise de categorização das divergências e convergências existentes durante o desenvolvimento dos projetos. Dessa forma, o presente trabalho sintetiza os papéis de articuladores, deliberantes, estruturadores, demandantes, concessionários, financiadores e controladores exercidos, bem como a ampliação das competências das secretarias, departamentos, ministérios, bancos e empresas públicas e privadas para garantir os seus interesses nas várias etapas dos projetos de hospitais, arena esportiva, metrô e emissário submarino, objetos dessa pesquisa. Constata-se, através do estudo, a maior importância dos parceiros públicos, porém é evidenciado o favorecimento dos consórcios privados, principalmente, por meio dos sucessivos ajustes para gestão das PPP. Nos resultados, são expostas as divergências entre os atores que atenuam a premissa da eficiência construtiva do setor privado, também é revelada a inconsistência entre licitação, financiamento e controle, assim como a falta de maturação dos controladores. Por outro lado, o equilíbrio dos interesses indica que os stakeholders produzem soluções sobre todo o processo com a aproximação de diferentes interesses; na estruturação dos projetos; estabilizando situações de ônus para os parceiros públicos e privados na construção e financiamento; na definição de regras para avaliação do desempenho; e no balanceamento das demandas que pressionam a gestão das parcerias.

This dissertation had as a starting point the objective of analyzing the role of stakeholders in the implementation of Public-Private Partnerships (PPP) in the State of Bahia. Thus, the research addresses, through the stakeholder theory, the mapping of relevant stakeholders in the phases of the projects, revealing the contexts of the interactions as well as the roles played and the patterns of divergence and balance of public and private interests. The text reviews the literature and exposes the participants in the role of managers, influencers and pressured by the multiple demands and competing priorities under the frame of the relations established for the implementation of PPP projects. In methodological terms, the approach used in this research was qualitative, with the application of fourteen semi-structured interviews combined with a collection of documents to describe the action of the twelve organizations on the empirical content of the seven PPP projects in progress in Bahia. The content analysis focused initially on the classification and importance of the stakeholders, by detailing the processes that compose the stages of framing, bidding, financing, construction, management and control that specifically situate each case studied. Then, the interpretative process developed through the analysis of the categorization of divergences and convergences existing during the development of the projects. Thus, this paper summarizes the roles of articulators, deliberative, builders, plaintiffs, dealers, financiers and controllers exercised, as well as the extension of the powers of the secretariats, departments, ministries, banks and public and private companies to ensure their interests in the several stages of the projects for hospitals, sports arena, subway and submarine outfall, objects of this research. It was found through the study, the importance of public partners, but is evidenced the favoring of private consortia, mainly through successive adjustments to the management of PPPs. In the results are exposed divergences between actors that attenuate the premise of constructive efficiency of the private sector , it is also revealed the inconsistency among bidding, financing and control, as well as the lack of maturation of the controllers. On the other hand, the balance of interests indicates that stakeholders produce solutions over the entire process with the approaching of different interests; on the structuring of projects; stabilizing situations of onus for public and private partners in the construction and financing; in the definition of rules for performance evaluation, and in balancing the demands that press the management of partnerships
