Responsabilidade social do IFBA: análise da percepção dos gestores

Abstract

O presente estudo teve por objetivo geral analisar a percepção dos gestores do IFBA – Reitoria e Campus Salvador, sobre o tema Responsabilidade Social, no que diz respeito ao relacionamento da Instituição com os ambientes interno e externo, no campo de ação das iniciativas de responsabilidade social, a partir da percepção de que o tema tem evoluído e se converteu em um movimento estrutural de transformação das organizações. Optou-se em analisar a Reitoria, dada a sua condição na hierarquia institucional, e o Campus Salvador, que, anteriormente à transformação do CEFET-BA em IFBA, funcionava como Sede do Órgão e, assim, herdou o seu legado, em consequência da instalação da Reitoria em prédio próprio. Sob esse prisma, quando se examinam os resultados obtidos, compreende-se que o IFBA, na percepção dos gestores, pratica ações sociais no âmbito interno e externo da organização, sendo que elas são delineadas pelo Governo Federal, mas, cumprindo mera obrigação social; verifica-se desconhecimento, por grande parte dos gestores, dos projetos/ações desenvolvidos, e, ainda, a ocorrência de uma participação mínima da Alta Administração nessa questão, não havendo incentivo para que os servidores se engajem e se familiarizem com programa/atividade relacionado ao tema responsabilidade social. Percebe-se que não existe, atualmente, a implementação de projetos/iniciativas de responsabilidade social que contemplem as aspirações das comunidades do entorno do IFBA, como também dos seus servidores e do corpo discente. Recomenda-se, portanto, ao IFBA maior divulgação das ações sociais desenvolvidas, disseminação do tema responsabilidade social, e que a Administração Superior do IFBA passe a inserir no seu planejamento, e efetivamente praticar, uma política de responsabilidade social para além das iniciativas sociais que vêm sendo desenvolvidas atualmente.

The aim of this study was to analyze the managers’ perception at IFBA, Rectory and Campus Salvador (Bahia, Brazil), about the Social Responsibility theme, regarding to the Institution relationship with the internal and external ambiences, in the field of social responsibility initiatives, from the perception that the theme has stepped up and became a structural transformation movement of the organizations. The Rectory was selected to be analyzed because of its status in the Institutional hierarchy. The Campus Salvador (Bahia, Brazil) was chosen because it used to be the Institution head office before the transformation of CEFET into IFBA, so inherited its legacy, in consequence of the Rectory installation in a different and proper building. According to this point of view, when the results were examined, it is noticed that, in the managers perception, the Institution plays social actions in its internal and external ambiences, but they are elaborated by the Federal Government, as a mere social obligation; it's also noticed that the managers don´t know about the developed projects or actions, and there is an insignificant participation of them in this field, and there is no incentive to the employees to be involved in any project or program related with the social responsibility theme. Nowadays it's been observed that there are no social responsibility projects or initiatives that consider the aspiration of the surrounding communities, nor the ones of its employees and students. Therefore, it's been recommended a major divulgation of the Institution's social development actions, and also a dissemination of the social responsibility theme; the Institution's Main Administration ought to include it in its planning, and it should effectively play a policy of social responsibility beyond the mere social initiatives that have been practiced recently.
