Título: A ascensão chinesa e o sistema financeiro e monetário internacional: rumo a um potencial novo ciclo de hegemonia?

Abstract: A presente pesquisa tem como objetivo averiguar a existência de um novo momento de transição entre ciclos hegemônicos, a partir da observação da atuação chinesa no sistema financeiro e monetário internacional. Atualmente, predomina a percepção de que o sistema internacional passa por um momento de mudança e transição e há incerteza quanto ao futuro da ordem internacional. A distribuição de poder que resultou na ascensão da China, juntamente com outros países emergentes, é um dos principais eventos que desencadeou em mudanças e crescente instabilidade. Nesse sentido, faz-se um resgate da Teoria da Estabilidade Hegemônica, buscando identificar os processos que caracterizam os momentos de transição entre ciclos hegemônicos e como estes se manifestam no sistema financeiro e monetário internacional. Busca-se, então, identificar como esses processos se manifestaram no período de transição entre a hegemonia britânica e a hegemonia americana, e como a ordem hegemônica foi estabelecida sob a égide dos EUA. Olhando para a o desenvolvimento econômico chinês e sua integração na ordem hegemônica criada pelos EUA observa-se a ascensão chinesa como uma grande potência, resultando em desequilíbrios na ordem internacional. Nesse sentido, observa-se a relação da China com as organizações tradicionais do sistema financeiro e monetário internacional e como essa nova grande potência tem sido acomodada nesses espaços de tomada de decisão internacional. Então, analisa-se a atuação chinesa em resposta a esse processo de acomodação nas instituições internacionais tradicionais, que tem sido marcado por lentidão e poucas mudanças efetivas. Assim, a criação pela China de instituições como o AIIB, NDB, o CRA e outros instrumentos financeiros, e a internacionalização do RMB são entendidos como uma resposta à lentidão na acomodação dos seus interesses no sistema financeiro e monetário internacional. Por fim, analisa-se se os processos identificados são suficientes para confirmar a ocorrência de um novo momento de transição. Os resultados encontrados revelam evidências que apontam para um processo de transição ainda no início, visto que alguns mecanismos ainda não podem ser identificados. Todavia, esse novo momento de transição tem características singulares como a atuação do novo potencial poder hegemônico em busca de maior influência no sistema financeiro e monetário internacional, criando instituições complementares e alternativas, antes mesmo da confirmação do declínio do poder hegemônico existente.
The present research has as its main objective to verify the possible existence of a new moment of transition between hegemonic cycles, by observing China’s engagement in the international financial and monetary system. The predominant perspective nowadays is that the international system is going through a moment of change and transition and there are uncertainties regarding the future of the international order. Changes in the distribution of power, that resulted in China’s rise and other emerging countries, are the major event that has led to the present moment of growing instability and changes. In this sense, we use the Theory of Hegemonic Stability aiming to identify the processes that characterize the moments of transition between hegemonic cycles and how these processes have taken form in the international financial and monetary system. We aim, then, to identify how these processes have been manifested in the moment of transition between the British and the American hegemonic cycles and how the new hegemonic order was established under the US’ leadership. Observing the Chinese economic development and its integration to the hegemonic order created by the US, it is possible to note that China’s rise as a great power has resulted in imbalances in the international order. In this sense, we observe China’s engagement with the traditional international organizations of the international financial and monetary system and how this emerging great power has been accommodated within these decision-making spaces. Then, we analyze China’s response to this process of accommodation in the traditional institutions, that has been characterized by inertia and few effective changes. Thus, the creation of new institutions by China such as the AIIB, the NDB, the CRA and other financial instruments, and the internationalization of the RMB can be all understood as an answer to the slowness in the process of accommodation of Chinese interests in the in international financial and monetary system. Lastly, we analyze whether the processes identified are enough to confirm the occurrence of a new moment of hegemonic transition. The results achieved reveal evidences that point towards the confirmation of this moment of transition, but still in the initial stages, since some of the expected processes cannot be yet identified. Nevertheless, this new moment of transition has singular characteristics such as the engagement of the new potential hegemonic power searching for greater influence over the international financial and monetary system through the creation of new complimentary but also alternative institutions, even before the confirmation of the decline of the existing hegemonic power.
