Abstract: Water resource management in Brazil reached a significant milestone with Water Law No. 9,433/97, which established the National Water Resources Policy and established the river basin as a territorial unit of management, promoting a more integrated and effective approach to these resources.&#xD;
The increasing pollution of water resources and the environmental challenges related to their availability reinforce the urgent need to adopt sustainable practices, such as reuse, to ensure water security and sustainability. In this context, this study aimed to analyze and establish criteria to guide the evaluation and decision-making process for the implementation of water reuse projects for industrial purposes in sewage treatment plants, based on integrated river basin management.The study was based on an analysis of the Joanes River Basin, located in the Salvador Metropolitan Region (RMS) within the Recôncavo Norte and Inhambupe Water Planning and Management Region (RPGA). The basin was selected for its water resource availability, industrial growth, water-related economic activities, and regional importance for supply and socioeconomic development. The methodology included eight stages, including a literature review, area characterization, mapping and classification of WWTPs, availability and demand analysis, pilot project definition, georeferencing, industry-WWTP distance analysis, pilot project structuring, and potential risk assessment. The results indicated high reuse potential, capable of meeting more than 100% of industrial demand in almost all sections of the basins representing a strategic opportunity for rational water use. The mapped potential risks allowed for an integrated approach to reuse, assessing its impacts on project viability and establishing controls to ensure greater acceptance, operational efficiency, and sustainability of the reuse system.The analysis of the distance between the Pilot WWTP and users, combined with the economic evaluation, demonstrated that, despite its infeasibility on a small scale, the study was essential for testing the technical and economic viability of reuse, applying the defined premises and criteria in practice. Thus, the product of this master's research resulted in a robust evaluation protocol, serving as a technical instrument and guiding document for the systematic assessment of the feasibility of implementing water reuse projects in WWTPs, highlighting the study's relevance for sustainable water management strategies and its potential for replication in other river basins.

Abstract: Given its importance and relevance for the management of water resources, the inspection activity is configured as an instrument of the State Water Resources Policy of Bahia. In this sense, this research evaluated the inspection process of the use of water resources under state domain, within the scope of the Institute of Environment and Water Resources (INEMA), from a process management approach. Initially, the role of INEMA as an executive body of the State Water Resources Policy and related legislation is contextualized, highlighting the importance of qualitatively evaluating the institutional flow of inspection, still little explored in the literature. The guiding question sought to understand how this inspection process occurs in practice, from the emergence or registration of demand to the conclusion of administrative procedures. The research adopted a qualitative approach, with a case study at INEMA, using a bibliographic and documentary review to identify the current regulatory framework and individual interviews with managers of the units involved. Through content analysis, the interviews were categorized into: characterization of the interviewees; institutional perception on the topic; and support for mapping the current flow. Next, a scope and mapping diagram was created in BPMN notation, using modeling software to represent the “as is” of the process, noting that the process map created reflects the version raised in the sample of interviewees, serving only as a model for analysis and improvement. The results identified factors that favor performance, such as technical competence, prior planning, the existence of processes (although not formalized) and technological infrastructure, as well as significant obstacles, such as insufficient personnel, lack of internal formalization and structured governance, deficiencies in technological systems and lack of specific training. Based on this, existing good practices and gaps in the institutional flow were identified. As contributions, improvements are proposed aimed at the preparation of an ordinance on the process (which materializes as the final product of this research); the dissemination and training on the content of the ordinance; BPMN mapping with periodic review and accessible repository; and the creation of a committee or process management group with a routine of indicators. Future studies are suggested on quantitative analysis of processing times, comparative mapping (benchmarking) with other state environmental and water resources agencies on good water inspection practices, and review of the proposed standard to align with evolving operational and technological demands.

Abstract: The granting of the right to use water resources is an important instrument for the&#xD;
management of the Water Resources Policy, as its objective is to guarantee the&#xD;
quantitative and qualitative control of water uses and the effective exercise of rights of&#xD;
access to water. Among the many multiple uses of water, there is aquaculture, which plays&#xD;
an important role in providing high-quality proteins and is the sector that has grown the&#xD;
most in the last 20 years. The expansion of the activity has caused a series of&#xD;
environmental impacts, mainly those related to the inadequate disposal of untreated&#xD;
effluents, contributing to the pollution of water resources. The general objective of this&#xD;
work is to contribute to the improvement of the criteria adopted for granting the release&#xD;
of dilution of aquaculture effluent. It presents an assessment of the conditions and&#xD;
standards for releasing aquaculture effluents and the criteria for analyzing grant requests&#xD;
for effluent dilution, from the 8 Brazilian states that led the aquaculture production&#xD;
ranking in Brazil, in 2022, through the evaluation of current legislation, covering both&#xD;
national and state levels. As a result, it was identified that among the 8 states studied, only&#xD;
Paraná and Ceará have specific legislation on the conditions and standards for releasing&#xD;
aquaculture effluents, of which the parameters adopted and the maximum value for&#xD;
releasing the effluents were analyzed. effluents for aquaculture activities. Regarding the&#xD;
effectiveness of these management instruments, the concentrations of the standards,&#xD;
quantification of the parameters adopted in each state and the maximum concentrations&#xD;
most used were compared. With all the data generated, a draft technical note was prepared&#xD;
with proposals for improving the conditions and standards for releasing effluents and the&#xD;
criteria adopted for the analysis of grant applications for the dilution of aquaculture&#xD;
effluents in excavated ponds. In order to contribute to the management and regulation of&#xD;

Abstract: The reality of the contemporary aquatic environment is expressed by the intense pressure that all&#xD;
surface water sources and aquifers, especially continental ones, are suffering due to the intensive&#xD;
multiple uses of water. The National Water Resources Policy (PNRH) enshrined in Law No.&#xD;
9,433/1997, conceives water as a water resource and implements the Charge for the Use of Water&#xD;
Resources as a management instrument. This study was conducted in the basin of the Verde and Jacaré&#xD;
rivers, one of the 34 sub-basins that make up the São Francisco River Basin, inserted in the semi-arid&#xD;
region of Bahia, in the physiographic regions of the Sub-middle São Francisco River, a semi-arid&#xD;
region, whose scarcity of Water is a reality, which can be worsened by the increase in population and&#xD;
the different uses of water. It has a methodological basis in Bibliographic Research, which allows us to&#xD;
know what has already been studied on the subject and relies on the author's life experience in the&#xD;
study region. The general objective of this work is to evaluate the feasibility of charging for the use of&#xD;
water resources in the Verde and Jacaré river basins as a means of ensuring the socioeconomic&#xD;
development of the basin region, taking the São Francisco River basin as a reference. The specific&#xD;
objectives consist of evaluating possible associations with other sub-basins of the São Francisco that&#xD;
create a level of revenue through collection that is capable of accommodating fixed costs, even with&#xD;
the aggregation of the Grande and Corrente rivers; a possible adhesion of Verde and Jacaré to the São&#xD;
Francisco Main Channel Committee; membership to a single agency in the state of Bahia or to an&#xD;
agency that covers the region where Verde and Jacaré are located, possibly joining the committees of&#xD;
the Grande and Corrente rivers, making up a single agency and which they would receive, through&#xD;
membership for purposes exclusive to collection, the Verde and Jacaré basins. In stage 1, the Water&#xD;
Planning and Management Region – RPGA is detailed and the simulation of charging in the Verde and&#xD;
Jacaré river basin and its revenue potential is analyzed. In stage 2, the estimated revenue, and&#xD;
investments and/or actions to be implemented in RPGA-XVIII are evaluated, according to the&#xD;
potential flows that this basin demands. The assessment shows that there is no financial sustainability&#xD;
for the creation of the RPGA Basin Agency for the Verde and Jacaré rivers; In developing this&#xD;
research, its author focused on the experience of charging in the São Francisco basin, considered a&#xD;
central reference to honor the principle of hydrographic unity; recommends that the state's water&#xD;
management body, INEMA, carry out feasibility studies to implement the charge and create an agency&#xD;
with the committees of the tributary sub-basins of the São Francisco. As a final specific objective, the&#xD;
net benefit for society in the basin is calculated in the case in which the revenue from the collection is&#xD;
allocated entirely to sanitation.
